To Windstum: Why would you even need duel specs at a lower level if you cannot raid or even do dungeons. If you can do either of those then just level and stop complaining.

LOL, why are you guys making such a big deal about this Max-level only thing, that will change soon enough. WE! Are very luck that Blizzard is even considering implementing Duel spec’s. I know for me (someone who respects daily) this is going to be a huge gold saver, as repairs and respect cost mount up to almost 600g a week. So be happy they are and go level to 80.
To all the above who are complaining about not being able to swap in and out of specs at low levels, and this has probably been said, you don't need to be specced to fulfill your role until heroics.Honestly at lvl 79 I was tanking as fury and being healed by an enhance shaman. We just picked up quest blues and off-spec drops.
I don't see why you're complaining about this, expecting it to be A LOT better, how much better can it get if you want it realistic. You have 2 sets of speccs ready to be swapped at any time you like in any city (everywhere if you're with a scriber), you get all your gear, spells and hot-keys ready as you want them. No time wasting on fixing all your hot keys to the right place whenever you respecc.As it is now you have to go to a specific place (not all cities have your class trainer) pay 50g, arange all your gear, arange your action bars. To me it seems like a very pleasent upgrade.
As a resto druid who has loathed doing dailies/finishing Northrend quests, this dual-spec'ing thing is a Godsend. I'll finally be able to do more DPS than a level 60 ret pally at level cap! To those of you complaining about the "limitations" that Blizzard is putting on this, please don't. I don't want this to take longer to get implemented because people were complaining. The sooner this hits, the better. The only down-side I could possibly see is getting stupid fury warriors/ret pallies, who have never seen a shield let alone worn one, trying to tank heroic dungeons/raids. Same thing for shadow priests, DPS shaman, ret pallies, and feral druids who have never healed before. Granted, those people have always existed, but now there'll be no cost-deterrence to them.This also may detract from people having multiple level-capped alts, as now the one who has been in the most dungeons/raids will likely already have better off-spec gear than their alt has main spec gear. They should make it so that all characters can dual-spec (at least all characters past level 30), as it would make it infinitely easier to form lower level instance groups. I've no doubt this will change the face of WoW forever. I think and hope that the change will be for the better.
