In my opinion, yes; the only thing is, they shouldn't get priority to armor that wasn't designed for their class.
Otherwise, that's about it.

Yes and no. If no cloth user needs it, then sure roll for it. I don´t agree with the people who say that plate, mail and leather classes can roll on cloth because that makes it a lot more difficult to gear up your mage, loc or priest. It would almost be the same if I on my priest roll on plate, mail or leather simply because I can disenchant it.

2) The whole thing is
very
situational. Sure you should be able to roll on it. The real question is whether you should get priority over a raid member that can't use anything other than cloth?
I agree with this to some degree. Its another one of those situational issues. If i see that a mage, lock, or priest is still wearing blues, and i'd only be upgrading from say a heroic peice, or something i got with badges, i'd be more than happy to pass it to that person, simply because I want everyone to be equally geared -- thus making a better raid enviroment. But say it was flip-flopped, i think i (as a leather wearer) should get priority over it.
What your wearing shouldnt determine if you roll on something. If im wearing epic A, and your wearing blue B and epic C is an upgrade for both but happens to be cloth and you wear leather, i get the item. My guild doesnt play games with gear/spec/upgrade blah blah. Instead of DE we would give it to whoever, but even if its a tiny upgrade it goes to the caster.
if its a pug, ask first then roll on it.

Basically, if somebody who wears cloth needs the item and you could benefit from a similar item that is leather dropping later on than it would be selfish of you to take the cloth item. If the cloth item is far superior to anything else currently available to you than I don't see any problem rolling.
Think of it this way. You kill a boss and a cloth piece drops that is an upgrade for both you and a cloth wearer. You win the item. The next boss drops a leather piece that is similar to the previous item, only leather. You have already just upgraded that slot and the cloth wearer cannot use this item. Either the cloth you won first or this new piece now becomes a waste. Go back to the first boss drop and assign it to the cloth wearer. A leather item of similar value drops off the next boss and you are able to also get an upgrade. Now two people are happy and better geared than before!

Yes. Absolutely yes.
Unless you're a tank, you're retarded if you're worried about the change in armor rating. I'm not even joking. Uninstall.
The question should not be, "Can leather-wearers roll on cloth," etc.
The question should be "Can healers roll on items with +hit?" "Can shamans roll on items with spirit?" etc.
To which the answers should be "Sure, if the caster DPS don't need" or "Sure, if the Priests/druids don't need".

Our guild has a pretty standard looting system from what i have seen around the rest of the server
Main Spec and main armor class gets first priority on an item for DKP
Main Spec and off armor class gets second priority on an item for DKP
Offspec (no AC restriction) gets an item for no DKP
Healers cannot roll on hit, and generally we frown up caster dps bidding on any gear with mp5 on it (not a set restriction or anything)
The reason we do this, is largely to prevent the lower armor classes from getting their gear taken by the higher armor classes, who then get the next piece of their armor class and replace it anyways
Also before you say there are more cloth than leather drops:
Lets compare naxxramas cloth and leather drops that do not have +hit and do have spellpower:
http://www.wowhead.com/?items=4.1&filter=qu=4;cr=106:119;crs=3456:3;crv=0:0
21 Clothie drops
http://www.wowhead.com/?items=4.2&filter=qu=4;cr=106:119:123;crs=3456:3:1;crv=0:0:0
15 Leather drops
There are 3 Classes (mages/locks/priests) and specs that can use the cloth, and only 1 class that uses the leather (druid, boomkin potentially and mainly resto druids)
