I've had great success with using very few buttons while leveling.
What I did was to stack up on stamina, basically having it as my main stat along with agility.
I'd ditch Lightning Shield as it's way too mana heavy for me, at least for grinding. I'd run in (or LB if a pull is needed), Stormstrike, then wait for a crit. This would usually happen within a few seconds due to a fairly high crit chance. Then, once I'm focused, I cast Earth Shock.
Another reason for ditching Lighting Shield is also that it uses up your SS charges. With a decent crit chance, you can easily weave in two ES within the duration of a SS, but not if you have Lightning Shield up.
Only using two pretty cheap spells, SS and ES (keep in mind that your shocks cost 60% of their base cost when you're in the 'Focused' state), makes for a fairly high damage output, minimal mana usage and if you have a decent amount of HP you should only need to throw in a LHW every third mob.
Drinking should only be every tenth mob or so.
Also, I'm not sure if this applies to Outland grinding. Like Mexloh mentioned, mobs will "outgear" you by miles at first, but as your gear and skills get on par with the monsters, the gap should disappear and you should be able to get back in your normal grinding routine.
And of course, there's always the option to respec completely to elemental, but honestly - that's quite a letdown for an incarnated enhancement shaman. At least I personally find elemental boring for grinding, but of course that's just a matter of preference.

then start putting in points for resto to keep the time b/t mobs relatively lower.
Judging by the gear you said you had and your weapon speed : MH: WF, OH: Flametongue..why?
Flametongue just hits...and doesn't stop....and works! lol.Also. Frostbrand works too, but doesn't work well for me.

LHW = Lesser Healing Wave :)
As for Stormstrike, you can just look at your target's debuffs, it'll show Stormstrike with either a little 1 or 2 in the corner, indicating that either one or two nature spells will have their damage increased.
And for God's sake, do include Shamanistic Focus in your next spec. And useless talents, it's about your play style. I didn't put any points in the totem talents as I never drop them while leveling (except the occasional grounding or stoneclaw). I did put points in improved Lightning Shield, even though I rarely ever used it. It's just that the other Tier 2 enhancement talents are even worse for leveling, imo.

This is because I believe the 10% weapon damage is more important than reducing the cost of your shocks, which account for no more than 10% of your base damage anyway. Auto-attack is ~50% of your life as a shaman, so boosting the damage output for auto-attacks is likely going to net you better overall output.
I agree with you on that one, but given my "play" style I seemed to get as much out of my shocks as my melee. I might be horribly wrong on this as I didn't really analyze my damage that much - I simply saw it work and said "hey, I'm gonna go with that". Also, the mana reduce counts for EVERY shaman spell that's instant, ie. does not have a cast time. And I find the added spell damage (I had around 90 at level 45) quite useful for the occasional heal and for further boosting your shock damage.
Why ghost wolf? The single greatest DPS gain you can get is to improve your speed between fights. Mounting, depending on your addons, often triggers trinket swaps, which can be frustrating. Plus, mounting takes, what, 5 seconds? Compare that to 1 second of imp GW. In the time it would take you to mount and run the short distances to certain mobs, GW would've had you there and fighting. Again, YMMV.
And yes, sometimes it's the preferred solution for escape. Can't be knocked off your horse when you ARE the horse, so to speak!
Yep, this was exactly my reason for keeping it. Can't stop loving Stoneclaw+Imp.GW, you're away in a matter of seconds. Also helps in PvP situations where getting away fast can make the difference between life and death - or a long corpserun rather a quick healup and then some good ol' Mace2face payback.
And yes, I did keep that spec from level 10, pretty much. I found Imp.GW useful back then, and when I got my mount, I realised I'd still be using it. Can't beat a 40% move speed in combat with a 1 second cast.
