On my realm trade indicates that there's a shortage of both healers and tanks.
This is however not the case, there's only a shortage of healers and tanks that are willing to PUG heroics and/or raids. I count myself as one of them.
After a few weeks I forget why I don't PUG heroics, but then I end up in one and I realize all too quickly. Some people are just too ignorant/arrogant/naive and it's just not enjoyable to play with people like that.

Healers rerolled to DPS, since they didn't want to level as a healer (understandable I guess),
I leveled as Circle of Healing, I dinged 80 before all the dps i know.
This "level as dps not healing" way of thinking is nothing to do with the class its the lack of skill the player has.

Specs for tanking:
Warrior - Prot
Druid - Feral
DK - Blood/Frost/Unholy
Pally - Prot
Total: 6 Specs
Specs for heaing:
Shaman - Resto
Druid - Resto
Pally - Holy
Priest - Holy
Total: 4 Specs
So, the introduction of DK, increased the number of tank specs from 3 to 6, making tanks more accessible than healers.
Dk tanking spec is just frost u can tell this by the presence they have, it gives them 10% extra threat with spell sand 60% more armor. You might say that they can tank in Blood and Unholy, but thats just the same as a warrior tanking in Arms or Fury
So its really just 4 specs for tanking and 4 specs for healing
You, kind sir, fail.
Anyways, I believe there is a healing shortage because
1. Too many healers are getting burnt out/horded by guilds. THis is a secondary effect cause by the shortage, but it is legitimate nonetheless. While I enjoy tanking, crappy PuG after PuG almost burnt me out. Now for a healer, who has significantly more stress during a instance, would only get more annoyed at multiply wipes.
2. Huge increase in the tanking population *leads to* more groups forming *while* no increase in healing population (and possible decrease).
However, I believe there is a solution, one that will be effective if enough people participate. First, only boost healers/healing classes through instances. This will encourge more people to roll/level thier healers for the quick and easy loot. Encourage DPS classes to roll a healer. I believe that most people want to roll a healer, but do not want to face the daunting task of eighty levels. A little encouragement and help goes a long way.
And of course, I'm practicing what I'm preaching. Grabbed my heirloom leather shoulders first thing and sent 'em straight to my paladin.

I'll be damned if I have to deal with grinding out 10 levels in holy spec, say what you will but questing as holy is not fun for me.
Let me ding 80 and I'll keep you alive. Or if you're impatient, pay for my respecs, and I've got you covered. But In the little time I have to play, I really don't want to deal with the inefficiency of having to quest as a holy Pally.
Give it time, and the balance should more or less even out to what it was before.
Let me guess, your a paladin.
if not learn to make use of your fiend, your dots and the holy nova. fear and bubble and prayer of mending. always keep 80 stacks of the best drink you can get and if possible get amage to make you strudles.
I had no problem questing and as I said moved through the quests faster than those who were dps spec.
I often was able to deal with 3-4 mobs at once. I still do for dailies sometimes even taking 5.

As to the bolded sections:
First...good guess...seeing as how they SAID holy pally right in their post.
Second...are you reading what you write? (and no I'm not referring to the 80 'stacks' thing) You are stopping to drink that much? Downtime! And lots of it are not fun for people after a while. So you enjoyed the trip as holy, thats great, but many many healers were and still are burned out on it. Grinding as holy/resto can be ok for a while, but sitting there watching your character drink for half of the time you get to play gets boring fast.
