Ok I have just done my experiment with my camera and quartz timer to see if it is accurate. Before anyone asks for a screen shot let me say that it will be impossible since the timer is on the film and I really can't upload over 63 gigs of info per test. (I know my camera shutter speed was at 3600 fps) It is a sony camera and I cant break apart the burst mode shots as it can only be seen as a streaming movie. So sorry but just listen to my results and you will see my findings. Surprised the $h!+ out of me too.
Every test is about steady shot since that is our only shot that is on a cast.
This was done on a training dummy and my brothers shammy also helped out with the heroism buff.
Results for test 1( repeated 5 times) 0 haste EFFECTS just 187 haste from gear:
QUARTZ
said that the shot was being fired at 1.3 seconds. According to my
camera
the time that my bullet left the gun was right at 1.3887 seconds. This is about the same number my camera got every time. The biggest flux was only .004 of a second so that tells you that the addon is rather accurate so far right. Good lets continue.
Results for test 2: This is just with aspect of the hawk proc and 187 haste from gear. (repeated 5 times for accuracy).
QUARTZ
had my shot saying that it was being fired at 1.2 sec. Again according to my
camera
my bullet left the gun right at 1.2432 for the lowest number and 1.2439 for the highest number. So I am starting to think we
CAN
trust quartz.
Results for test 3: ALL out 187 haste+Rapid fire (no glyph)+IAotH (glyph included)+Heroism. ( Repeated 10 times for accuracy) This is the real deal folks the moment you have all been waiting for . . . .
QUARTZ
reports my steady shot is cast at .7 seconds. I was all excited to see my cameras results. Then my
CAMERA
reports that the bullet left the gun at wait for it . . . . . .wait for it . . . . 1.0462 seconds. OMG! WTF! yes and i did this part many times just to make sure these results were indeed correct. The longest it ever took my bullet to actually leave the gun is 1.0491 seconds.
So basically this is what I have to say Reaper you were right. There is a cap for casting speed and that is 1 second. If you have no latency like me (16-20 ms) This will be awesome but if your latency is lets sat in the 100s or 200s then it will be less noticable anyway.
Also just for kicks I got a hold of
my first epic ever
that was just rusting in my bank and i took it out for a test too. And yeah there is a cap for that too. What the auto attack cap for speed is. 1 Second.
I hope that you have enjoyed this little read as much as I enjoyed making it. It was super fun and I am open to any comment and flaming as you like as this was an excuse to bring out the camera I bought but never use along with my ADOBE software. Also I think that this is the best way to test for casting since we have no hyper casting addons. But please if you know of a better way by all means tell me, don't just say you can't do that give me a reasonable way of doing it and I will try and do it in my spare time.

Hmmm, so the cap is about 1 second.
What speed does Quartz report with just rapidfire, iAotH proc and your natural haste rating?
Quartz reports me being at .9 with that. Basically Heroism is just a little bit better for use than rapid fire so if you have 1 don't bother wasting your time and Global cooldown on the other till the first one expires.

With all the haste on items nowadays, I find this kind of hard to believe. If it's true. I'm very upset. So much wasted itemization.
Not really If you are BM this you will still need 592 haste rating in order to get to this 16% and you need a total of 40% to get 1/2 second off your steady shot. But if you are MM you will need so much more. Haste does wonders but only in extreme doses I from what I see you don't even get 500 from T7 so closer to T8 or T9 will you might see something like that.

Also, let's say that you have a spell whose casting time is 1 second, and the GCD is 1.5 seconds. The first shot will go off at 1 second, not 1.5; the 2nd one goes off at 2.5 seconds, etc. I'm sure you accounted for this, but I didn't see it mentioned.
I did account for this and the global cooldown was addressed in the very first test if you look you will see that my steady shot 1st shot was fired at the given time and another shot was fired at exactly 1.3896 later. The time stamp from the first shot slide from the bullet leaving was 1.3887 and the next shot left at 2.7783 which since this is a stream you subtract 1.3887 from 2.7783 and you get the 1.3896.
Let me make how the experiment took place. I spammed steady shot with no apect on in the first test for about 15 sec and the repeated test is the shots that were fired off consecutively. This is to show that Haste does in fact reduce the global cooldown.

Ok I will go get my old T4 helm and some of my old gear on to get the proc for it which is 240 haste plus the 260 from the trinket will be back in a in a while with the results.

Just want to say that what I am using is high speed camera that is used in many different commercial and military Physics projects. I am a Nurse Anesthetist and I work for the company that makes our nations Fighter Jets. (Lockheed Martin) Their pay is very good and I have some friends in the research department get me this camera that is their old model "it is 4 months old" and they were going to scrap it but I save the camera and the high speed video camera. Video camera is what I used the "regular" camera camera has a shutter speed of 980 fps. Both have to be hooked up to a computer with a hard drive of at least 5 terabites in order to last long enough for small tests like what I am doing.
Anyway Leth, here is your answer. Rapid fire in no way shape or form reduces the GCD and for some reason also doesn't affect volley either. All RF affects is auto shot speed. Now for the fun stuff.
With a whopping 163 haste from gear and 1 pi$$ed off practice dummy I sat down and blew through 20 shots b4 the 1st meta gem proc. That being said I promptly hit the trinket for a GRAND total of 663 haste rating. OMG so much haste. No aspect of the hawk since I already know that it does affect the GCD that was on a different test altogether that I really don't feel like posting right now.
Here are the numbers. First shot was fired at 1.2054 the next one fired at 2.412 the next at 3.6200 and then the buff was about to run out and I ran out of mana. :( yeah I was dueling b4 and just didnt feel like drinking or eating since i didnt think I would need it. Not like the dummy was going to fight back but I guess me going OOM was his way of beating me.
So 5 minutes later Full mana and all CD ready again. My camera was ready to roll. First shot hit right at 1.2062 the next at 2.4115 and the next one at 3.6218 and then the buff and the last one hit right at 4.8258 then the buff ran out.
So I hope this answers the question Leth. Until someone tells me of a better way to calculate the GCD I will totally say that it IS in FACT affected by haste to the point of 1 second like all casters.
It was kinda hard to watch for both procs at the same time to use the trinket but it did happen once but only long enough for 1 shot so it didnt do me much good I hope that I will eventually get it for you but that one will take me some time to do and I need to start getting ready to do some heroics with my guild. It should prove interesting.
Also I would just like to point out that you need an obscene amount of haste in order to get down to the 1 second mark and there are other stats out there that will do more for us than reducing our speed by .45 of a second since that is all BM hunters need.

Thank you leth, I will be continuing to try and get your last request with haste plus IAotH but like I said normally i don't have enough time in both to keep and use a cooldown on the trinket to have enough for a test.
I am still open to any other suggestions if anyone thinks I can do it a better way. Just let me know and I will count on seeing Reaper being a very happy panda whenever he reads it.
