Once we hit lvl 71
Inner Fire
will affect our spellpower.
What this means is that having
Imp Inner Fire
will result in more spellpower from having Inner Fire up.
So it is a bit of a no brainer for lvl 71 and higher.
Up until lvl 70
Inner Fire
just gives armour though, which is why you will not see any priests running around with this "must have" talent before 13/11

Pugging with those 'slow on the uptake' tanks and dps....this extra armour gives you time to run to the tank so they can pick up aggro.
without it...you die on the run to the tank.

I don't see it as a "must-have" talent for Discipline-pve. It's not THAT much spellpower, especially for 3 talent points. But it is sort of sixes as to what, if anything, is better at that tier level. Unfortunately, they don't give us many options. They should have kept Imp. Shield where it was, imo. Discipline is way to stacked in tiers 3,4,5, and the bottom 5 tiers.

I just don't see 170 spellpower at level 80 as amazing for 3 talent points. But that's me; your mileage may vary :D

True as it doesn't scale it isn't that impressive. It depends on your build. For example PvE shadow priest probably wants to get inner fire and meditation and there isn't much else that you'd rather take. Also for PvE healing there aren't a lot of better choices unless you are having a problem with threat. Of course it's up to you how you want to spend your talent points.

The reason to this talent isn't that impressive is that it doesn't scale and it is only 54 extra spell power (you can still use inner fire and get the base additional spell power without the talent). When your gear isn't so great an extra 54 spell power might help but as your gear gets better it is still only an extra 54 spell power.
OTOH, for the first two tiers of disc if you are PvE there isn't a lot else. You will want to spend 5 points for twin disciplines and probably another 2 for improved fort (extra 50 stam for everyone in raid seems worthwhile). That leaves 3 points to get to the next tier which all PvE priests will want to get (mediation and inner focus). So we have 3 points left to spend in the first 2 tiers of discipline. Improved inner fire isn't amazing but none of other alternatives really stand out either. The other choices would be reduced threat but right now threat doesn't seem to be a big problem but that may change at 80 or reduced silence duration which can be nice but 3 points only buys a 9% reduction. I'll probably be sticking with improved inner fire raiding.
For PvP I'm not sure - more charges, armor, and spell power is nice but it will probably get dispelled anyway and I want silent resolve to make dispelling more difficult and martyrdom is more attractive for PvP.

Asking in another fashion, from a shadowpriests standpoint, what else are you going to put those 3 points in that gives more?
This is my presumed lvl 80 build:

Except you still want Meditation, so you still need to choose between Imp Inner Fire, Absolution, Maryrdom, or Unbreakable Will.
if thats at me i get the affinity points from imp VE and 1 from P&S. BC taught me to fear VE so i dont use it even though i should >.>
