For leveling, I'd take Combat thru 39, but at lv40 I'd say hands down Subtlety is superior.
This is my lv40 Ambush spec.
Rotation is
Premed
Ambush
Evisc
GS
Hemospam
.
There is a huge amount of burst in the beginning of the fight. Quite frequently on lower-level or low-armor mobs, Ambush and Eviscerate kill the enemy, or bring it quite low. I was able to kill a great many mobs without running out of energy. By this point there are two major glyph slots available, I'd recommend
Glyph of Eviscerate
and
Glyph of Ghostly Strike
.
Nothing much changes from 40-69 aside from the addition of
Shadowstep
at lv50 for additional Ambush damage.
Preparation
is extremely useful for
Evasion
tanking elites and multi-pulls, double-
Vanish
for survivability, and double-
Sprint
for catching boats, or whatever else you may sprint toward.
Evasion becomes even more useful with
Setup
.
At lv59, stop putting points in Subtlety, as
Shadow Dance
has extremely limited use while leveling. Spec should be similar to
this
. Points from 60-70 should go into Assassination, aiming for
Vigor
at lv70
(spec)
, at which point Glyph of Ghostly Strike should be dropped for
Glyph of Vigor
. At this time unglyphed Ghostly Strike is not vital in the rotation. Use of Ghostly Strike for the dodge effect increases survivability but decreases DPS compared to Hemorrhage.
After lv70, the remaining 10 points are largely personal preference and do not have a large bearing on success and speed of leveling.
So far I've leveled 40-73 in under 3 weeks and enjoyed every minute of it.

I would just like to say how amazing Mutilate spec is for leveling (at least for the higher levels). In the new patch its very easy to keep up

in between pulls of mobs on my rogue. I'm owning almost every mob I see with damage spams while still avoiding taking mass damage with Cheap Shot as my main opener. Bravo to Blizz for making HFB viable for soloing again.

Yo Kicklucky, I see you're planning to update this with the vast amount of changes to the rogues. I used this quite a bit in the early days of my rogue. If you'd like a hand writing up certain sections I wouldn't mind helping at all.

This is regarding Combat in 3.1
18/51/2 I find outperforms 15/51/5 (Don't quote me on numbers since my tests were very limited, but for me it was by about 100dps or so higher. Even if i'm off a bit, at it's worst it is still well worth it.)
You'll notice the energy regen change, but it's not bad at all. For the most part if you're Tier 4piece set bonus'd you'll just run into less combo point wasters. (evis or envenom) Even without 4 piece bonus, you shouldn't have a problem keeping your rotation up. I'm still working with my to optimize with the new changes to a few of the CD's.
Make sure you're using Instant / Deady now, since they've made instant and wound based on weapon speed.
Deadly got a buff too, and will now always have a place on your OH due to proc changes on the previously stated.
And since 18/51/2 buffs envenom it seems the more powerful against bosses now than evis.
Oh, and btw, since your question was regarding energy gains, with the new buff to our passive melee haste, having only 2/5 in relentless doesnt' hit as hard as you might think this you're passively getting more energy procs.

Just wanted to add- Glyph wise I'm still using Rupture, SND, and SS. I've heard some stuff about switching out SND for the new Adrenaline Rush, but I haven't had a chance to test it out yet. Tricks of the Trade glyph is getting some serious attention, but I'm headed for 10mans and I see it being a bit more dangerous of an aggro juggle for now than it's worth.
This isn't exactly true, not in ALL situations does 18/51/2 outperform 15/51/5. Using Aldrianna's combat spreadsheet has the option to choose between instant/wound mainhand and envenom vs eviserate.
As for the glyphs, Killingspree/Rupture/Sinister Strike is the highest DPS selection. Though it's up to you because you can't make good use of killingspree in some ulduar fights.

from looking back over the last few pages, kicklucky is on hiatus from WoW and one of the mods said they would take over updating for the critical things..
one thing I would like to see in this guide is a hit rating guide. where the poison cap is, soft hit cap, hard hit cap, etc etc.. also, what is the expertise cap for each of the builds? does expertise affect white hits? (even before i rolled a rogue, that's something i've never been very clear on).

26 expertise (214 expertise rating) to cap for an assassination rogue. This isn't essential though, it's more of a stat you stack if you feel your rotation is tight and you can't deal with the dodged finishers for an assassination rogues
Envenoms
16 expertise (132 expertise rating) to cap for rogues with 2/2 Weapon Expertise.
13 expertise (107 expertise rating) to cap for combat human rogues wielding a sword/mace.
The reason the expertise cap is 26/26 is because when
behind
a boss he has a 6.5% chance to dodge.
Any other questions just post here and i'll try answer them for now/until kiclucky/admin can edit this up-to-date.

now my next question, for combat rogues since you don't have cut to the chase.. is it worthwhile to spec 2/2 imp. s&d, and glyph it? also, is the dps better to use eviscerate or envenom (or is it gear dependant?) is evis, when glyphed, gonna top out envenom for combat? the guide isn't very clear on either one of those really, and since combat is supposed to use wound poison instead of deadly, i'm not sure which would be more beneficial. (And i'm not a high enough level just yet to test on my own either. lol)

As for glyphs. Here's the scores for combat.

As you can see, the better glyphs for any combat build would be Killing Spree, Sinister Strike and Rupture. Killing spree can be a bit of a pain though on certain fights if you're raiding, it's better not to use it sometimes so you can use the adrenaline rush/Snd if you feel you won't be fitting killing spree into your rotation.
As for the debate about Eviserate/Evenom. There's a combat build which is
18/51/2
which specs into
Vile Poisons
You'd need to consult a spreadsheet to see wether this is a benefical dps increase to your standard
15/51/5
. Also, with combat you should be using deadly poison on your offhand weapon regardless, with the buff to it from the last patch (increased the amount of AP it benefits from) it's standard for any rogue build. Wound on mainhand.
