Does this mean it's basically like rogue's vanish for all night elves?

More like a rogue's stealth for all night elves. Except you cannot move. It's more for hiding, and drinking/eating without aggroin' mobs.
And it's implemented right now, it's always been there.

Yes, shadowmeld is ingame right now as Shadowmeld
10 sec cooldown
Activate to slip into the shadows, reducing the chance for enemies to detect your presence. Lasts until cancelled or upon moving. Night Elf Rogues and Druids with Shadowmeld are more difficult to detect while stealthed or prowling. But cannot use in combat.
the new version is Shadowmeld
2 min cooldown
Activate to slip into the shadows, reducing the chance for enemies to detect your presence. Lasts until cancelled or upon moving. Any threat is restored versus enemies still in combat upon cancellation of this effect.
CAN be used in combat, and has a longer CD.

I've always wondered about this:

Night Elf Rogues and Druids with Shadowmeld are more difficult to detect while stealthed or prowling.
You can't use Shadowmeld while stealthed or prowling... so why is it on their?

I see this is a sort of class wide vanish, I was on PTR testing it out and it REALLY really annoyed people trying to gank me at Halaa when i hit Shadowmeld (dropping me out of combat) and flight form... lol TOOK off and they couldn't catch me. Or, in duels pop Shadowmeld shift to cat and stealth lol...
Fighting Durn the Hungerer i was getting wailed on more than norm (since the bonus armor on druid items is getting nerfed >< ) So i popped S-meld and he walked away....
If you pull threat in a boss fight you might be able to pop it and Wait till the tanks aggro is back up a good lead and come out of it... Or if it looks like it will be a big wipe possibly Pop it and use as "wipe recovery" It might also work in arenas to pop then use an OoC res... O.o haven't looked into it... maybe they will just ban it from arenas... We will have to see...
All in all i was mad at first till i realized it could be used in combat, making its uses nearly limitless.
