Huge difference. If you are on a router, your computer is not available publicly, so what you need to do is forward the right ports from your router to your PC.
So essentially when an incoming connection comes on say port 55555 to your router, your router forwards that to your PC. It needs to know which PC on your network to forward this to as well.
The downloader uses bittorrent. Bittorrent makes direct connections between the "peers" who are downloading the torrent. If every single peer is behind a router, and does not forward their ports, then none of them can connect to any others, and then the torrent doesn't download at all. This is probably what is happening to you.
The blizzard torrents are really bad for having a lot of "unconnectable" peers.

It's still as slow at it was before. Even though my firewall is entirely disabled, I still get the error message: This computer appears to be behind a firewall.
If you are getting that message, your forwarding is not setup properly or something is blocking the port.
Open the downloader, go to "View" => "Connection Info". In the top right hand corner there is a line that says "Local address: 192.168.1.1:6881". In this case, your port is everything after the colon, so it is port 6881.
Then go to this page:
http://www.utorrent.com/testport.php?port=6881
, replacing the port with the port you discovered above.
You should get a message like: "Port 6881 is open and accepting connections."
If you do not, go back to
http://www.portforward.com
and read more on how to configure your router. Your router may also have a built in firewall ontop of having to forward the ports.
Quick note, the line for "Local Address" includes your local computers IP, which is the IP you want to make sure that port is forwarded to.
BTW, the downloader downloaded at about 500 K/s for me just fine.
