i currently am using

Daggers have a 1.7 speed normalization factor, so I'd say no, especially since a lot of stuff pertaining to a tank's attack power scaling seems like it's getting changed in the next patch.

you should not be losing threat so much you need salvation to run a 5-man. you should look at other things that affect your threat generation, such as your attack rotation, group behavior, etc.
gear makes a difference, but playstyle makes a much bigger one.

i do they typical rotation of 5 sunders and getting your migitation spells up
TC and DmS then heroic strikes and sheild slam every CD keeping sunder up
usually my dps is overgeared due to the fact that i am running with guild members from my main but still i would like to find a way to keep aggro up while im still gearing up
my gear was posted above.
there are alot of place holders but all in all my gear is not terrible.
any input appreciated

Rotations are listed in the stickies along with proper talent builds. 12/5/44 for 5-man dungeons.

since you're asking about 5-mans, i'll assume you're multi-mob tanking. there is no clear-cut rotation in this case (like there is with single mobs), and you'll have to think on your feet. however, my typical sequence is something like this (keeping your rage up between pulls really helps a lot):
throw (never at my main target - usually at a caster if one is present)
spell reflect IF there's a caster and keep it on cooldown

*target dies somewhere in here*
*switch to next target and repeat*
you will need to float rage between pulls in order to get this opener off. i would suggest you drop 3/3 improved revenge and max out deflection and pick up anger management. AM is wonderful for managing rage decay, as are critters :)
i would also drop 2/2 improved shield bash for bloodrage... more rage = more options.

Tanking with blues? Find better players to group with because it doesn't matter what kind of gear they have, they should know how to play properly & allow you to do your job.
