[Haste] for 49 Enh. Shaman

I'm making a 49 Enhancement Shaman and wondering what is the highest possible stackable haste buffs.
I have the following haste effects at peak (anticipating the forthcoming patch 3.0.2):
1. Gloves enchantment: 10 haste rating (1.3% at 49)
2. Windfury totem: talented with 2 points (20%)
3. Flurry: 5 points, on proc (30%)
4. Mongoose enchantments: on both wpns, on proc (2% x 2)
Total with multiplication gets me 64.3% speed increase.
(I'm not a troll so don't have the racial buff and I'm 49 so no heroism).
With Ribsplitters (weapon speed of 2.7), I get peak weapon speed of 1.64 when all haste buffs proc. This is still a bit higher than the optimal 1.5 for best WF weapon effects. Just wondered if anyone has any advice on how I can further stack hasting to get the optimal 1.5 weapon speed.

I am also having a hard time deciding between +10 haste / +15 Agi / +26 AP for gloves.... haste does not buff stormstrike but if haste unification goes through, it may buff GCD and so helps with all instant casts, including totem casts.. Also white dmg does account for about 50% of shaman dmg, which is buffed by haste too. +15 Agi vs +26 AP are also going to be roughly in line in terms of item value post 3.0, will see how the math works out....
You have been talking about the importance of anti-disarm, then should I go for anticipation? because anticipation is anti-disarm while toughness is anti-snare.... In any case, instead of spending my precious talent points in anticipation I might just keep an extra set of weapons with weapon chain installed to counter rogues and prot warriors....
Regarding your choice of dual-wield specialization (+6% hit), I think it's only useful for raids (9% miss of special attacks vs raid bosses), while for 49 PvP, the maxmium special attack miss is 5% and it can be ruled out with approx. 40 hit rating at 49 (which is quite easy to achieve, Edgemaster's Handguards e.g.) so any talent points in hit is only going to help the white dmg and may not be the best use of them imho.
I also think mental quickness is very useful because the instant cast mana reduction impacts a wide range of bread-n-butter spells (shocks, totems, imp ghostwolf, stormstrike). Also by maximising int (should be around 100) and AP (should be around 1k), the extra spell power also helps with shock dmg and some occasional heals.

There are many other threads for this topic, but this one is not.
Arguments against reduced miss chance for pvp are going to fail against me. I cannot see any reason you wouldn't want to hit cap specials given that you won't have any expertise (or next to none) and players have such higher dodge/parry chances. Your attack table against a rogue is gonna be bad enough already.
On hit, if my understanding of theorycraftng is correct, one only needs 5% +chance to hit in order to hit cap special attacks in PvP (vs. 9% against raid bosses). My point is that one can quite easily get to the 5% (or 40 hit rating at 49) through gearing:
1. Edgemaster's Handguards: 19 hit rating
2. Legguards of the Vault: 5 hit rating
3. Surefooted: 10 hit rating
4. Blackstone Ring: 10 rating
(these are probably some essential gears for 49 Shaman, I'm sure there are other pieces too.)
As a result, talent points in Dual Wield Specialization only helps hit in white attacks but have no effect on special attacks (since they are already capped through gearing).

Yes, this is effectively what I was trying to get to, except that I prefer to spend 3 points in toughness instead of Guardian Totems (13 sec vs 15 sec grounding totem just is worth 2 points imho) and Anticipation (again, I prefer extra set of weapon with weapon chain vs rogues and warriors).

- points in pve-worthless earth's grasp: in 3.0 (unless they change their minds again) earthbind removes snares on friendlies while snaring enemies, improving the time you spend inside the snare immune aura is WIN.
Now Earthern Power (talent to give earthbind snare immune) is a 41-point talent, not obtainable for 49 twink. Maybe 2 points in earth's grasp is not as good as adding 4% int any more? maybe it still helps with a larger radius of the ordinary earthbind?

I dont know if it's been said yet, but, i believe there is also a 10 haste head libram. The only time I've ever seen it is on this character:

a 19 Hunter twink. If you can find a good enough BoE helm and someone who can put the libram on for you, it'd probly be a good thing to look into.
Good point, will look into this alternative too. And I believe all the old world drops can be done on BOP through enchanting window too
