Base mana % costs = cheaper spell costs?

So I wanted to see what Holy Light would cost my Paladin under the new WotLK mana cost system.
I went to Warcrafter.net, stripped naked, removed all my talents, and at level 70 my Draenei Paladin has = 980 mana. While it seems that downranking really
is
dead (see next paragraph), unless I'm figuring wrong mana costs for high rank spells (at least for Paladins) are getting significantly cheaper.
At level 70, a rank 1 Holy Light will cost (980 * .34 =
333
) untalented, while a rank 11 (current max) Holy Light will cost (980 * .29 =
284
).
However, compare that max rank HL's cost with the current cost - 284 untalented versus 840 currently untalented - and it looks like it's gotten incredibly less expensive.
Am I missing something?

according to wowwiki, a Paladin's base mana at level 70 is 2673. Without using any modifiers to lower mana cost:
So Holy Light @ 34% base = 908.82 (Currently 840)
Flash of Light @ 7% base = 187.11 (Currently 180)

Yeah, I'm blind. I was looking at the numbers for mana from Intellect - which isn't included - and NOT at the mana tool tip. I really, really need to stop trying to do game math while I'm at work. :P But if I did that, I might actually have to do work...
Naked and with no Talents, I'm at 3932; 980 of that is from Intellect, so that's 2952, and I believe there's an adjustment for race as well. But I'll assume the 2673 is spot-on.
Holy Light (Rank11)
is a 29% mana cost - 775 mana total.
Rank 1
is a 34% cost - or the 908 you noted.
I know that they wanted to get rid of downranking, but that just strikes me as downright stupid. It costs me 133 more mana to cast the very first rank of the spell?
Why didn't they just change the system so that you only have the latest rank of the freakin' spell? It would make the Spell Book look a lot neater, and it would've served the same purpose as this oft-confusing "% of base mana" alteration.

Because you can only cast Rank 11 Holy Light on characters over a certain level. The way it works right now, if you cast Holy Light Rank 11 on a level 1, it auto-casts a rank 1 for you (or whatever the highest rank allowed for a level 1 is).
They left it in so it would cost you a lot of mana to heal a group through SFK or something.

Wow. Uh... :P I love WoW but Blizzard just gave me kinda sorta a reason to take a break. I run friends through lower level instances quite a bit.

Nope. Base mana is wholly class-dependant.
So then working off a number of 2952 to calculate spell costs is effective, yes?
WoWWiki notes that the base mana for a Paladin is 2953, Warcrafter shows it as 2952 when I'm completely stripped and subtracting out Intellect. But that's a difference I'm willing to overlook. :P
And this is all assuming that base mana for each class does not change with WotLK, of course.
