1) You're right, at low levels, +spell damage is hard to come by. Your mana pool will dictate your tanking since you'll be consecrating and judging a lot. STR is okay because at that level, it's kind of unavoidable. As a side note, you can go prot earlier for the AoE grinding technique. It'll do you fine at 35 when you can have BoSanc and Reckoning.
2) Keep BoW on your healer and Blessing of Salvation on everyone else. That makes it easier for you to tank. Don't go towards might or kings until you've proven you can tank just fine with everyone on Salvation.
3) I tend to Judge wisdom and then SoR for most of the fight. One problem is that until 50, you won't have Avenger's shield to help start the fight with a lot of aggro. Test out things. You can start the fight with JoR, then go wisdom if you're OOMing. JoW is nice because it will keep spell casters happy.
4) Retribution, for the holy damage aggro (that gets multiplied by Righteous fury). Paladins technically want to take more damage so that the heals will replenish your mana (spiritual attunement skill)
As far as weapon speed, the consensus would say that faster is better than slow to avoid aggro spikes (e.g. missing 2 hits is a bigger deal with a slower weapon for your aggro generation), but at low levels, beggars can't be choosers.

I'm reaching the final stretch on my protadin... I've been prot since about level 30 in preparation for SM. I'm now 66, and here are some things I've learned along the way:
1) Blessing of Salv is overrated until outland. Only a couple rogues, or enhancement shaman could cause enough threat on a single target to pull it off me. (And in which case, a BoP usually sends the message to them that you need a couple hits before they can go all out.)
2) Skip +damage until it's realistic to get it.
3) Str is relatively unimportant, most of your threat will be coming from holy damage. It's nice to have solid melee physical damage for single target threat generation but I never had issues.
4) Mana regen is pretty important. Seal, and Justice of Wisdom are helpful. If you're having single target threat issues -- like boss encounters, use your first 2 judgements in the form of Righteousness.
4) BoK, good for support, not important for you. I usually kept BoW on myself, to reduce downtime, and keep pulls quick. Then Sanctuary is good for the additional aggro generation.
I would aim mostly for Stam/Defense/Int/Str in that order. And don't sacrifice armor for better stats -- make the transition to plate as soon as possible after 40.
I must say, I've leveled a warrior to 70 before, and despised it. Leveling a prot pally has been a fantastic adventure, I haven't had so much fun playing WoW in ages. Good luck, I'm sure you'll enjoy it.

You're right, the AH prices of 40 plate can get a bit spendy, but it's still not terribly unreasonable -- especially if you have a 70 and you're capable of doing dailys. Eluneril did say he wants to level prot, so I still say salv is overrated until outland.
There are very few leather items that I can think of that would be worth taking the armor cut. Herod's shoulder is one of few mail pieces that I hung on to.

I had heroc's shoulders and I used it for tanking as well, until I got Big Bad shoulder thingy from ZF
