how do you get Expertise?
what happens with the weapon skill: what is their use now?

Weapon skill has been replaced by the new Expertise stat.
Each point of Expertise reduces your target's chance to dodge and parry your attacks by 0.25%.
Also, according to
Wowwiki
, 3.9 expertise rating is 1 point at level 70. Therefore for around every 4 (3.9) expertise rating you have on your gear, you are effectively reducing your target's chance to dodge and parry your attacks by 0.25%.

Someone explain the difference between Weapon Skill and Expertise, since I still have to level up my weapon skill to maximum. I thought weapon skill was being abolished altogether. >.<

Weapon skill is a character stat. Expertise is an item stat.
Weapon skill on items (to increase your weapon skill beyond your character max) was removed and replaced with the Expertise stat. There are no items with +weapon skill anymore.
You need to max out your weapon skill rating as it affects your chance to hit.
Example: If you have a Sword skill of 47/350 and you try to attack a level 65 mob with a sword you probably are not going to hit him until that skill gets closer to the level range of the mob.
Weapon skill is Level x 5.
