No way of answering the haste question without seeing an armory.
I suggest using a sandbox such as warcrafter.net or the Leulier spreadsheet listed in the Getting Started sticky to crunch your numbers, or else downloading an addon such as Dr. Damage to be able to look at the balance inside the game.

Once you hit 202 hit, stop stacking hit, then stack the butt out of crit, you cant crit too much. haste would be good if youre looking at a situation where you dont think standing still for the length of the sb spell is a good idea, such as pvp situation where as close to instant cast as possible is prefered. In a raid with a monster you usually have a lot of time to stand stil and when you need to move around you tap and use curses etc so haste is more situational imo.

Okay, now that we've heard from the "don't bother actually doing math" brigade...
You're still at the point in gearing where spell damage is the best choice for personal, though haste is a close option. Crit is a distant third, but as you stack more spell damage it will become a more viable choice and if you raid with a significant number of shadow users, ISB uptime may be a consideration.

Besides, it's nice to be able to use this macro in a raid while standing next to a resto shaman or shadow priest.
/castsequence reset=60/combat Immolate, Shadow Bolt, Shadow Bolt, Shadow Bolt, Shadow Bolt, Shadow Bolt, Shadow Bolt, Conflagrate
It's a nice 8 spell macro that does some nice quick damage in 15 seconds. Runs off of having no spell haste at all, the 1.5 second global cooldown, Immolate's 15 second duration, and uses Conflagrate for some quick burst damage right after the last Shadow Bolt cast is completed.
I will admit, I haven't tested the macro out yet but you pretty much spam the button constantly to get your casts to continuously keep going until the Conflagrate. Life Tap in between macro uses a couple times and maybe reapply your Curse if you want before using the macro again.
But like I've said, I haven't had the actual chance to personally use the macro. Wouldn't mind if someone tried it out for me some time.
So... you've never used the macro, but you say it is nice to be able to use it? W... T... F? Two buttons is too complicated for raiding? Not to mention that the moment you have to do something other than stand there and cast or have to pause to Soulshatter, there goes your rotation.
Oh, and you don't use Conflagrate in a raid dps rotation. It reduces your overall dps, even if you time it perfectly.

Yes, as a matter of fact, you can. Damage frequently brings better dps returns than crit, and doesn't have the disadvantage of spiking your threat and making your tanks scream in frustration before deciding to let the mob eat your face. Haste becomes a valuable stat before crit does, now that it reduces the GCD.
Personally I think spell crit would give you more dps for your mana and allow you to SB spam more.
Mana efficency is not a warlock's concern in a raid. You have healers in a raid for a reason, and mana potions don't burn the GCD. Unless you are stacking monster amounts of haste (near the cap) you are unlikely to notice the difference in mana usage during a fight.
