You need more hit. 250 minimum.
Blue PVP gloves can be replaced with T4 gloves from Curator. The T4 helm off Prince is a little more in demand, but it would make a great upgrade over what you have now. At this point in the game, provided you're not running with peoples' alts, this shouldn't be too hard to pick up.
With the badges you pick up from your attempts to get Kara gear, there are plenty good +hit upgrades. Nynjah's Tabi Boots are excellent because you can get +52 hit on them (gems + surefooted). Also, when you go for your meta socket, you can put hybrid gems with hit in there and still pick up the +3 bonus (small but having that meta gem activated is important for your overall dps too)
Try to get into a Gruul's Lair run for the T4 shoulders, then, when you gear up a little, down Void Reaver in TK for the T5 shoulders.
Change -all- your gems to +8/+10 hit (save +10 for epics unless you're a money machine). I say this because hit is the only important attribute which cannot be buffed (with the sole exception of Spicy Hot Talbuk food.) I would recommend you farm enough of this food in order to have such a supply that you can always be Well Fed.
(EDIT: If you PVP, try to build a seperate PVP set with PVP dedicated gear, you need as much hit for PVE as possible which is nowhere near as important in PVP)
Pick up badges, work on Kara/Gruul/Magtheridon, then keep progressing.

Do not I repeat do not go after the T4 chest if you are severely lacking hit rating, get your

http://www.wowhead.com/?item=27797 then you get an extra 81 hit rating from two pieces of gear, not bad at all. With your attack power you get +90 then whatever you put in the red gem slot, which is good =]
From two pieces of gear, you will get about 80 hit rating and almost 100 attack power. Which is REALLY good.
Actually, the T4 chestpiece is rather nice. If he doesn't plan on getting the badge gear any time soon, I'd recommend the
Bladed Shoulderpads of the Merciless or the
Shoulderpads of the Silvermoon Retainer mixed with the T4 helm and the T4 chest. Once he does get the badge chestpiece, exchange the T4 chest for the T4 shoulders. Most of the other pieces seem relatively weak, to me.
Edit: I noticed you specified "if you're lacking hit rating." An upgrade is an upgrade, even if it has less hit rating than the previous set of armor.
