Pestilence costs 1 blood rune and spreads all diseases on the current target to up to 4 extra targets.
Blood boil... well I really havent paid attention since I never use it. I'll check later tonight when I log in but I dont think it costs anything (maybe a small amount of runic power).
Anyways, to correct tkwiget - NONE of our runic power abilities drain all runic power available anymore, with the exception of hungering cold and dancing rune weapon. All base abilities use a specific amount of runic power now.

Consume the diseases applied by you, not other DKs.
I think this is how it is -supposed- to work, but not how it is currently working.
I did ring of blood with 4 other deathknights last night, and both bloodboil and obliterate consume -all- diseases on the target, not just your own.
Currently obliterate is only getting bonus damage based on your own diseases, even though it's consuming them all.

FYI They are already reworking Blood Boil. Here is what part of what Ghostcrawler had to say on the forums.
Then we'd add a talent that converts Blood Runes used in Blood Boil to Death Runes. Blood Boil's AE damage feels good for Unholy.
It has already been changed to a non-taunt with no cooldown, so it is basically an AE Blood Strike.
