Ghostcrawler confirmed that they do not stack with normal enchants.
Runeforge enchants do not stack with other weapon enchants. But in most cases the runeforge enchants are better, and they are certainly a lot cheaper.
If you find yourself in a situation where an enchant from an enchanter seems superior, you are still able to do that. Furthermore, enchanters can still provide you with enchants for all your other slots.

Our runeforge enchants are permanent (until changed/replaced). They -do not- stack with enchantments applied by the enchanting profession, but they -do- stack with temporary weapon enchants like sharpening stones.
Now, because of their permanent nature, they have to be at least as 'powerful' as the enchants applied by enchanters. We cannot combine the two, and if ours arent more powerful or equivalent they wont be used over the 'real' enchants.
So yes, we do get the benefit of 'free' enchants, but most of them are very focused on a particular effect. Rather than using a +35 agility enchant for our 2handers, which would be a little over 2% bonus dodge - we have the Rune of Swordshattering, which gives us 4% parry. It's more powerful for tanking purposes, but in exchange we dont get the crit bonus that 35 agility would offer.
Likewise with enchants like mongoose or crusader. We have rune of the fallen crusader which has a similar proc chance and increases our strength by 30% for the duration. It's a very powerful melee enchant, and definitely a 'perk' of the class, but comparatively it's no different than a rogue's poisons (with the exception that ours are permanent enchants while the rogue poisons are temporary).
And to clear things up, windfury totem/weapon does not work the same in WOTLK. Rather than giving a chance to gain an extra attack, windfury totem gives a +20% melee haste buff to all raid members (same as our icy talons).

Sharpening stones will prevent a windfury totem from taking effect on the weapon because they are both temporary modifiers.

Windfury totem now gives a 20% haste increase to all raid members, and isnt applied to your weapon but is rather a character buff.

Question: If, say for example, I suffer from extreme brain damage, from bashing my head against the wall, if I decide to Dual Wield, can I runeforge both my MH AND OH weap? Resulting in a 60% strength increase?
I'm just thinking about this, as at late game, hit rating on items could be abundant, and a 60% increase to strength is nothing to be sneezed at.
You can runeforge both of your weapons, however I think extra fallen crusader procs while you already have the fallen crusader buff (+30% strength) only refresh the duration. I havent tested it personally, but as far as I'm aware they dont stack the effect.
