Valor vs. Light Forge

I am a 62 Tankadin doing mostly instances and PvE. Which would be better for me to grind for the "valor set" or the "light forge set" i have listed the stats below. as well as a link to my armory thank you for all the help yall can give.
Lightforge set pro's +139 armor +37 str. +23 mp5 +7 spell crit
Valor's pro's +5 sockets +5 stam +49 agility +14 hit +44 def
+3 resilience +3 parry +3 dodge

I think you are confused with the UBRS dungeon set 1 sets for warriors and paladins.
As far as a tank prot warrior is concerned, you absolutely NEED +spell damage above most other attributes. it is completely essential to how well you are able to hold aggro. 30 is not going to cut it for long if it doesnt already.

any suggestions on what to socket these three with that would stack stamina on the cheap side i only have 159g to start with so expensive ones may break me as i am saving for my epic mount.

A good amount of general information like this is in the stickies at the top of the forums. Please take a look at them before posting questions.
For Paladin tanks looking to stay Prot at level 70 (and beyond), here's what you should shoot for (in order):
+Defense until you reach 490
+Dodge/Parry/Block until you achieve 102.4% damage avoidance (with Holy Shield up)
+Stamina (as much as possible)
At least 250 spell damage
You should focus on becoming uncrittable by stacking Defense gems and enchantments at first. Once you've reach that point and you're running instances/heroics you'll start getting gear that will help you reach the Defense cap; at this point start swapping out gems and enchants for avoidance stats. Again, continue getting gear until you can primarily reach 102.4% avoidance while maintaining 490 Defense, and then start re-gemming and re-enchanting for Stamina.
The only exception to enchantments typically is your weapon enchant. With a good one-handed weapon with the +40 spell damage enchant, you should be at or near the 250 mark without any other enchants or gems.
This is all assuming that your goal is to become a raid tank. If you're just planning on tanking instances, then still try to shoot for near the 490 Defense (485 for heroics, I believe) but skip stacking avoidance as much and just stack Stamina for the extra health.

I think for point #2 there you mean block/dodge/parry. Since block gives the most avoidance per point and dodge is far better than parry per point you should aim for those first.
