As for the stun locking of this spec, it is FAR more effective at taking down single mobs (and players) than stun locking while combat spec. Up until this point I found that to be an entirely worthless tactic, and an absolute waste of combo points. Now with Mutilate I can use the stun to dish out massive damage, a ton more than my auto attacks would have as combat. Dueled some guys in IF. AS is so much fun. Mwuahahahaha!

Its good to see someone taking the time to put together a thought out, in depth post.
However
, that being said... what exactly are you trying to prove here? I don't see this as a guide, as it offers no instruction, rather, a thesis in favor of your arguement that Mutilate is "nearly" on par with combat swords for leveling. I would like to see some sort of evidence to back this up, because I disagree. Don't take this wrong, my intention here is not to rage on your ideas or what you've said; I just don't see why this got stickied when all you do is talk about Mutilate in very general terms.
A few things that I want to point out. You mention repeatedly that there are a shortage of swords post 60 useful to a Rogue. I hardly think that any class should upgrade their gear through quest rewards only. In Outland, they are basically
throwing
money at you.
Here
is a complete list of all one handed swords requiring 60-70 level range that are either green or blue in quality, and are not caster weapons. That should be more than efficient to cover you for ten levels.
As for Mutilate itself. The ~19% damage increase you mentioned is lost in the time spent on energy regeneration, along with the fact that you can only handle one mob at a time. Also, Mutilate or not, if you aren't opening with Garotte and using S&D in instance runs, you are losing DPS.
This has potential, but I rework a large portion of this to include more concrete "sticky worthy" information, rather than persuasion.

It's not a guide, it's an analysis. It provides info on thigs people tend to overlook while lvling combat. As I said somewhere before, with a little more time and detail this could
become
a guide. Personally, I don't think that have enough experience as of yet to write an effective guide, or else I would have already. Souloni seems to be quite knowledgeable about the assassination spec, and with enough time could write an effective guide.

Possible. But should a -- speaking honestly -- long winded analysis deserve a sticky? I just don't think its at the point where it should be. Anyone who is able to keep up with what he is saying won't need this information anyway. Its written for the wrong audience as it stands.

Ghostly Strike
Get this immediately when you hit 61, it will improve your survivability when facing more than one opponent. It is also a buffer when you are missing combo points as it is 5 energy less than sinister strike. Even if you miss this attack, you will get the evasion bonus!
You might want to mention that ghostly strike isn't normalized, and does more damage with slower weapons. Should be used for the dodge with daggers :)

Ignore the parts about AotL and envenom has been proven to yield lower dps than letting deadly tick. Stick to eviscerate.

Question: On one of your points...
Camouflage
You are either going to be stuck killing a mob and waiting for energy gains, or you will be stuck waiting for stealth to cool down; this talent solves one of the problems. The other benefit is that this talent combined with fleet footed will allow you to move at 100% speed in stealth. It's fun in instances at these levels where no one has +speed enchantments :)
The description of fleet footed says it does not stack with other movement effects, so does this work? Or would the effects not stack

very good analysis. anyway why not to take precision?
i think it will be worth for leveling, just because mutilate is a yellow attack. so with precision it wont miss anymore. imho muti/combat > muti/sub

you have to go sub due to opportunity, you can't get dual wield maxed and mutilate at the same time until 70. If you try to, you'll be seriously gimping your damage.
