Ummmm. Wow.
A tank of any sort has two responsibilites: get the attention of the bad guys, and survive the experience.
As a prot paladin, you do indeed want to stack a good amount of dodge, particularly as you get deeper into content. Mobs and bosses hit harder, and damage you don't take is damage your healers don't have to heal.
Stacking shield block rating beyond the 102.4% mitigation total is worthless. Did you mean shield block value? If so, you're spending points on mitigation that could easily solve your threat issues.
Building threat as a prot paladin is fairly simple. If you need more, stack more spell damage.
In WotlK, threat will be even easier to build as we have a significant number of new abilities to generate threat with.
5% dodge is an outstanding talent for any tank, just as 5% parry is. Anticipation will remain a core talent for any serious tankadin.
A shield block value set definitely has its uses, but it isn't for bosses.

That's pretty silly of you. Quite a few endgame bosses will hit for 8k-9k on plate, which is quite probably almost half of your HP. Blocking for 700 of that isn't really that much, especially if the boss DWs (like Brut), and the amount of threat generated by that block isn't going to outweigh the amount of crap the healers will have to go through to heal you up. It's bad enough healing tanks who stack avoidance. >.<

Tomas raised a question that's been in my head for a while - how do we tank elementals? I have little experience in T5 content, but Vexallus in MgT is a common problem. Do we put a slow 2hander on, for a slight threat increase (2hander = more physical, slow weapon = more holy from SoR)?

You could go for a shield with lots of avoidance and stamina - elemental attacks can still be dodged and can miss, and I even believe parried. A slower weapon wouldn't increase the
dps/tps
of SoR, just the individual hits. A twohander gets a bonus to the SD coefficient though, but you'd have to get a two-hand mace or sword with enough spelldamage to compensate for the lack of your SD mace/sword.
