Moonkins can solo several 2-3 man elite quests just by sitting there and taking a beating while handing out a beating itself. you may need to barkskin + hots for some.
Druids altogether have several benefits over mages.
Hell, I'm fully prepared to say that mages are nothing more than vending machines and transportation.

I'm not so sure. With Moonkin you're always going to be looking for spellpower leather gear, and that's going to be a niche compared to cloth... when I was levelling my lock, at 62 i got to 600 +spelldamage, while with my moonkin i was scraping by at 400. That difference is mostly gear, and using cloth while levelling is not great for moonkin, the whole thing is built around being able to take a beating...
Pick whichever feels more fun to you ;)

And you don't wan't to take a beating, you want to kill the one hitting you as fast as possible. Ignoring 200 spell damage just because it's cloth is not a good idea.

Seeing how Mages are getting barely any changes and their talents don't really look good (in my opinion, that is), I'd go for a Moonkin. They're getting huge buffs.
I'm expecting the next update to read
"Polymorph is now available to Warlocks and Druids; Mage class removed."

The thing is, killing things fast is only one part of ease-of-levelling. The other part is downtime, which can be either due to low health (eating/bandaging), low mana (drinking), or being dead (corpse runs).
With cloth gear you may kill things faster as a moonkin, but you will have more downtime due to low health and occasional deadness ;) Mages have other ways of keeping distance, like Frost Nova and the debuff on Frost Bolt, while Moonkins just have roots, which costs mana and casting time and breaks quickly under damage... so, cloth is suboptimal for moonkins while levelling.
Raiding it really doesn't matter, and opinions vary over instancing ;)
