You may already be doing this but try throwing Regrowth and Rejuvenation on the tank before the pull. This should help you delay the first heal slightly. There are some other potential problems:
1) Druid Tank: If he's overgeared he may not be building rage fast enough to be able to generate enough aggro.
2) Any Tank: If they're undergeared they may just be taking more damage than they can generate in aggro.
3) Paladin Tank: He's incompetent
Usually, aggro problems for the healer are the tank's fault and aggro problems for DPS are the DPS's fault. It's rare that too much aggro for the healer is the healer's fault (particularly in the situation you describe). Generally it's a pretty simple formula. The Tank has to be able to generate more aggro then he takes in damage.
Note: ANY druid tank is going to have a difficult time holding aggro against 4 or more mobs. That's a situation where you need someone (Hunter pet, Voidwalker, etc.) to off-tank a few hits while the tank works it out or you need good CC (Sap, Polymorph, etc). Warriors suffer from this deficiency as well to some (lesser IMO) degree.

As the OP is already posting about pulling aggro, I would like to mention that you should almost NEVER pre-HOT the tank before the pull unless there's only one mob involved (and then, you wouldn't need to). Also, if you're a priest, don't pre-shield the tank either.
It seems like, if you're having issues already with this, that it's more the tank's fault than yours.

I thought that if you cast a spell before combat start that the hot portion of that spell does not count for aggro since it was inittially cast ooc?

Threat is generated when damage is dealt or no-overheal healing is applied. The ticks of the HOT that happen before combat do not apply, but ticks that happen during combat do. When a spell is cast has no bearing on the threat generated by it -- only when its effects occur.
Also, if you're a priest, don't pre-shield the tank either.
...Unless it's a paladin tank. :)

Only Prayer of Mending and priest bubble. All other healers have to wait. But, it's easier for druid or pally. They wear plate, have a shield, bear form, etc. All heals that you cast generate aggro when they
heal
. Before the tank takes damage they won't generate threat, yes. Prayer of mending is the acception since it is considered the tank's heal, not the priest's heal, making it easier to keep aggro off the squishy healers.
Learn your tank and wait, or get a new one. Your tank doesn't seem to know how to hold aggro. Or, get more cc so your tank isn't as stressed. They take a lot of dps in heroics, so they have to know how to establish aggro fast. If they don't know how to do this, they will fail in heroics. IMO, pally tanks are the best for 5 mans. You very rarely have an issue with them holding aggro, and they can take the crazy pulls that have 4-6 mobs in them. Druid and war tanks seem to need more cc than pally tanks, so it depends on the group's comp.
Have you tried to help cc an off target on larger pulls? It takes skill, but is possible. Pre cast rejuve and lifebloom on tank, pounce and maim an off target, swiftmend tank, followed by whatever the situation calls for. You can reduce his aggro to 2-3 targets right off, the next before maim wears off, or you can bear and bash it. This is kinda tough, and you have to stay close to the tank to do it, not to mention hope he picks up that last mob before it starts beating on you. Get a rogue to shiv it with slow poison, mage to cast slow on it, w/e. Kite the mobs till the tank can pick em up. At this point it's beyond horrible if the tank doesn't have aggro on all the targets.
I wonder. Can you set up full HoT's on the tank, cat/prowl or shadowmeld, and not pull threat? Will your threat spike once you pop out of stealth or does it negate the threat? I haven't healed much since I'm still leveling my druid(feral of course). Could even cower before needing to cast some heals.

What? Have you actually tested this? Unless you can give some empirical evidence, I'm going to have to go with "you're wrong".
Drop a rejuv on another player, have them body pull and see what happens if neither of you does anything.

Perhaps, the testing of other Wow players will convince you?
