Since the WWI showed the possible talents for the Death Knight we are now officially able to talk about the talents. Even wowhead added a
DK talent tree
. I hope we can discuss it thoroughly ;)

You have a lot of PvP things in your build and miss the best anti caster abilities to be honest... It will however be a viable built for tanking. Since you skilled Blood Strike I wonder which Runes you would use on your tanking weapon.

that is good but i felt that Aneurysm was to good to pass up, mind freeze having no req would make it it a powerful aggro gaining move

Well, Aneurysm and Chilblains are PvP talents in my view. You wont find much bosses being you can slow down. Mindfreeze has a 6s CD and does about 100 damage, like a rogue's kick. I wouldnt use it as an aggro gainer. Death Coil seems better imo. Dont forget you get the GCD after any ability you use. Mindfreeze having no req just makes it much better in PvP because you can Mindfreeze and Strangulate short after Mindfreeze runs out. But that is only my theory ;)
My tanking cycle will be something like Degeneration, Mind Freeze, Frost Strike, Frost Strike, Obliterate and repeat. The cycle should be doable in between 10s. That would mean that I need 1 Blood, 1 Unholy and 4 Frost Runes. In between the Rune Abilities I use Death Coil whenever available and if my Runic Power is enough every minute Icebound Fortitude. For trash Hungering Cold and Howling Blast will be awesome.
My opinion about Death Rune Mastery isnt that high anymore since I thought for myself that you need to think which Runes you really need. So if a Death Rune procs what would you do with it? You gain more aggro by using your Frost abilities anyways...
As far as I informed myself Degenerate inflicts a disease to the target that deals also damage, but a bit less than Plague Strike's disease. However, this disease can stack up to 3 times. Increased damage to diseased targets, Obliterate with a 90% chance of not consuming the diseases and being a Frost ability means pure win for me. Annihilation > Chilblains imo.

Oh, I know that. Thinking of a fix tanking cycle I will probably have no use for Death Rune - even worse: Will Death Runes proc the talent Unbreakable Armor? The talent says "when you use a Frost Rune". This is something Blizz has to clear up.
However, Im glad I could enlighten you ;) Feel free to ask more.
I for myself am thinking for a Frost/Unholy hybrid build currently.

. This reduces the needed Runes for tanking to 1 Blood, 3 Unholy and 2 Frost ones. However, it satisfies me not completely. The purpose is to get 100% percent magic absorbtion for the Anti-Magic Shell, the highest possible health with Frost Aura and Shadow of Death, the panic button Lichborne and the very nice Bone Armor.

The most afraid Im of the limited Runes and their 10s CD. That is most likely a feeling I have to get rid of via playing a Death Knight.

Nice idea. Now please explain me how you choose your Runes on your weapon and how you will use them. The point is that Frost Strike only uses your melee swing timer, it isnt instant, and Icy Touch has a little CD. But seriously, I like your build and the idea behind it.
