Your build is good, and pretty close to the one I'm thinking of, but as you emphasized that it was for raiding, why spen 2 points in Savage fury? +10% dmg to cat mangle. Mangle is and will be only there for the shred buff. Ditch it and get maybe imp LotP or imp mangle. (infected wounds if it works on bosses)
savage fury gives you +20% dmg to cat mangle. so if your mangle normally hits for 1200ish (2500ish crit), this 2 point talent increases that to 1460ish (3000ish crit). that benefit is worth the 2 talent points imo (much more than imp LotP). but i might consider dropping it in favor of infected wounds if infected wounds works on bosses (we'll have to see about that).
If Exepertise rating lowers the chances of an attack to be dodged or parried (both of which can't happen if you're "doing it from behind"), then it aint that useful in raid situations. And the energy cost reduction on failing finishers just aint worth it.
Ditch Precision and take imp LotP. Much more use there.
I haven't seen much commenting about this, but did anyone else notice that the talent doesn't say 10 expertise rating? instead it says 10 expertise (which at level 70 is equivalent to 40 expertise rating or around 2.5% less dodge/parried). that is a worthy amount of expertise for only 2 talent points.

oh and as for getting master shapeshifting, if you powershift for dps, that means your probably gonna get natural shapeshifter anyways (if you don't powershift then I can see why you don't want to waste 5 points to get master shapeshifter). so if you're a powershifter then master shapeshifter is worth is. if you're not, then i'd say don't bother getting it

Might have been a slight bug or mishap on their side, since +% threat talents arereporte to have been built into Bear form/Defensive stance/Righteous fury and whatnot.

threat IS built into Bear form...
Bear Form has an innate threat multiplier of +30%. This means that every time the druid does 100 damage he generates 130 threat.
Several druid abilities in Bear Form further increases the threat generated making the druid able to hold agro from DPS and healers.
As you can see, we do have it built in.
BUT we also have an increase from that talent.
The Bear Form +30% modifier is adjustable with the talent Feral Instinct, granting up to +15% threat. The talents stacks additively, which means that if you spec 3 points into the talent you will gain +45% threat (+30% threat from bear + 15% from the talent). The talent does NOT stack multiplicatively for druids, it does however for warriors (e.g. +30% * 1.15 = +49.5%).

We have no plans to implement a "Dire Cat" form at this time. "Dire Bear" exists for the sole purpose of upgrading the Feral Druid's armor value to match the Warrior/Paladin etc. (Druids get no shield) We do, however, intend to allow Druids to be able to use items and enchants with procs in forms, which I believe will work in the next beta build (don't hold me to it though).

No biggie, the main purpose of druids asking for Dire Cat was cosmetics. Sure, would be awesome to have an upgrade n stuff, but druids (i'm not included, i'm a model editor :D) were asking for a texture change.
The availability of enchant procs and usage of items in forms, however, would be wicked. I know, they reported the same thing before TBC, but I believe them right now ;D

we're turning away from requiring talents and spells to grant threat and instead just "bake" it into the existing threat generation abilities.

I dont think Master Shapeshifter is worth the 5 point investment, though maybe time will change my opinion on that.

I had. It gives imo the 'required' feral talents and leaves you with 9 points left over to specialise as you see fit.
I really like your first build, exactly what I had planned :) I'm in the camp of people who don't think Master shapeshifter is worth 5 points. I do think this is about the best possible tank build, but it's also good for cat dps and soloing.
Also, I do think that one of the fundamental changes in WoTLK is that it will be easier for ALL tanks to hold aggro. The absolute hardest thing in the game, and the thing that really keeps a ton of players from experiencing content is threat mgmt. The last step in fully 'casualizing' this game is to make tanking a PUG much easier.... you can see them doing this by looking at the 'easy-mode' new skills for warriors, and the ease of playing DK tanks.. Everyone will be much closer to Paladins when it comes to multi-mob pulls

I have done this on one fight before.... Omen i think his name was... The dog boss that you can summon during the Elune's festival.
I had a 700k threat lead 3/4 through the fight (i was only one who didnt keep dieing due to having a healer) so i went and got a drink while auto attacking.

As a WoW player you should...no...you MUST have a 5liter water canister in arm's reach.

So, I was just thinking...
Shred: Energy cost with Talents 42
Berserk: reduces energy costs by 50%
King of the Jungle: Tigers Fury gives +60 energy
Omen of Clarity: 6% proc chance (supposedly)
20 energy every 2 seconds
so starting from 100 energy
Berserk -> Dance the Can-Can on the shred button -> Tigers Fury when energy goes low. Omen of clarity will proc ~2 times for free shreds.
16 shreds in 15 seconds. 6-8 will crit (with decent cat crit chances).

I'm trying to work out a moonkin primary raiding build, and Owlkin Frenzy is confusing, as it only procs when attacks are done to you, and this will not likely happen in a pve raid setting, yet 10% damage is not to be laughed at. Should I spec for this if I am going mainly pve raiding? No, right?
Also, is Omen of Clarity worth getting for a moonkin? Since it now procs off spells?
Are Treants worth the points?Owlkin frenzy shouldn't be usefull for raid-Pve purposes. i'll definitely take it for levelling though. There aren't enough free points to put in an ability that only works when you are hit :/ This is quite sad because there's some massive AoE potential that looks like it will have to be ignored to get more critical talents :/ (mana survivability).
OoC will definitively be worth getting as long as you are already putting points in resto (Intensity or Master Shapeshifter). Intensity + OOC against Moonglow + Dreamstate or any combination of those. It looks like we will have to make choices on those, but a 6% chance to get a free spell is a very good thing.
Treants : CD reduced to 2 minutes, however damage increase from Brambles and daze functionnality have been nerfed :/ It will depend on how their damage scales compared to the rest of our spells. Free threatless damage is always good but will have to be compared to mana/scaling damage increase talents. I'll probablyk get them while levelling too.

can
dodge from behind... only players can't.
and about the new rotation i was thinking
mangle for debuff > shred to 4 cp > rip shred to 4-5 cp > ferocious bite > tigers fury to start over.
