No it is not. I'm was working on a rewrite of this for 3.1.3 and 3.2 caught me a bit off guard. I'm making sure all my facts are straight and everything is settled down with 3.2 before I finalize it and release it.
Edit: Other then the rotation section the balances section of the Druid FAQ at the top of the druid forums is still current information.

Should we refresh the dot when it's down? or wait until eclipse is down?
Ok, here are specific questions:
lets say I got both dots going, shooting wrath, and there's 1 sec left on dots when I get an eclipse.
If I start casting starfire, the dots will go away.
Should I first refresh both of them? or maybe just moonfire for increased crit?
Another one:
Should i still try to proc with wrath? ober, your suggestion means I should be alternating procs.

As for wrath vs SF to proc the first eclisp probability wise, using wrath is just less then 1% more likely to proc eclipse then starfire. There is an idea floating around called twisting that has you alternating SF and W untill on proc that way your always casting the most efficient followup, but I've not done the math to see if this changes the probability in any significan't way or not, as of yet.

This thread is outdated as has been said, it was last current during BC.
Previous results for dots vs Eclipse were that the difference was very slightly positive towards dot refreshing up till a certain point of eclipsem but since the difference was very small and the chances to botch your rotation great it was mosly ignored. 3.2 didnt change this.
What changes this howewer is that with 3.2 you want to go for the new moonfire idol, which is good enough that you ll want to keep MF up as much as possible.
IS is another problem but has a duration that is quite convenient as long as you are lucky with your eclipse procs.
