You shouldn't have to melee bosses, but if you are OOM and there's no AE, it'd be stupid not to do it.

Not every DUNGEON boss has one. Tons of
raid
bosses do have some form of it, or other reason for DPS to not stand toe to toe with a boss mob (like with Skeram for example).I won't bother replying to everything, but i see much more bosses where i could melee safely than bosses where i couldn't.
Bosses i would never go in melee range, because of damage to me, travel time or damage to others (by my presence) : Virtue, Lurker, Karathress (depending on what you're hitting), Void Reaver, some parts of Kael, Kazrogal (until i shift to kitty), Naj'entus.
I haven't been further in BT than Teron Gorefiend so I'll withhold my opinion for those after him, but basically the big majority of bosses I've seen allow you to go in melee range and hit them without getting hit in return or causing too much damage to others.
Naturally you'd have to be smart about it, ie not sit in a fire zone from Nightbane, stay in the melee range after receiving a charge from Vashj, or meleeing Supremus ph2.
As has already been said repetitively, you should do everything possible to not be OOM (i have the alchemist stone and chug super mana pots on CD to avoid that).
But if you are, refusing to make intelligent use of melee regen is stupid.
Taking your examples of Aran or Malchezaar, i don't see any reason i shouldn't go in melee range. Being silenced while I'm not casting or having to run a bit on a long enough CD while not casting is not a problem.
However it's true that you also have to take into account how long you intend to stay there regenning mana. If it's for 10s waiting on a potion CD, there's no point, you'll be running back before the first hit. If you've expanded everything, the fight will continue for 5 minutes and you have ~30s before the next CD, then go whack it.
