Talent specs for PvP paladins will be Ret or Holy builds. Prot is almost useless in PvP, unless you're planning to tank Drek in AV every single time.

I think the OP is refering to the 20 extra points out of ret.
tbh, points spent in holy help a bit more with BG and points in prot help with Arena imo

I think the most common that you'll see is 5 in holy for Divine Strength and then 10+ in prot. Guardian's Favor is a good talent in BG's for the extra time with Blessing of Freedom.

If you have holy shield, a rogue will never. ever. kill you.
But there's a 1/9 chance that your enemy will be rogue, so it's not really worth going a prot for PvP.

True, the rogue will not kill you, but his two mage buddies out of melee range will.
You can go prot in PvP, just don't expect too many honor kills.

I don't know of any class/Talent spec where it's a good idea to put all your points in one tree. So yes - if you're going Ret spec, you can either drop some points in Prot to make you a tiny bit more surviveable, or you can put points in Holy for those situations where you need to drop back to heal.
