Why Not 0/40/21 instead of 20/41/0

I am curious about the theorycraft involved in a 0/40/21 build. Spamming Hemo instead of SS.
Since Hemo is only 35 Energy and you still have Combat Potency would this build be superior to 20/41/0, with the added benefit of more overall raid DPS?
Or do you loose to much Energy/Combo regen by dropping the 20 points in Assassination.

You don't take imp. EA in 20/41.
Your greatest loss among others is relentless strikes, and seeing as the only DPS talent you pick up from 21 points in assassination is serrated blades...
