Warrior Arms Leveling?

Currently my planned build for leveling my Warrior is as follows-

Now, even since I considered Warrior, people have told me how stupid Arms is for leveling and that Fury destroys it with effectiveness. I wanted to do Arms because I enjoyed using 2 hand weapons and doing burst damage as well as the ability to tank in earlier instances, since I want to go Prot at 70.
Is Arms leveling really that ineffective and should I just bare with Fury to 70?
Edit: Is Fury leveling viable with a 2 hand weapon also?

I went straight through as Arms and I did feel a little worried at times, but just when I thought I had made a mistake a new talent, attack, or improvement in my playing would come up and restore my faith. Solve problems as you meet them. When I got messed up as NPC's started running away from me, I discovered Hamstring. Look for skills that make sense to you and employ them.
I could put up with that because I enjoyed wielding the 2-handed weapons and really wouldn't be happy otherwise. If you aspire to go Prot. why not start before you hit 70, and have a chance to work out the kinks in your threat generation skills, before you hit the big-time. Each form of warrior has an approach you need to work out in order to be successful, you just may want to get some time in before you have to do the whole job.

Fury levelling with a two-hander is completely viable! A slam build is very effective, and good examples of it and explanations are in the stickies at the top of the forum (reading through the stickies in whatever forum you're in is a good way to answer many questions you might have, and of course you learn a lot!).
One thing that I have to disagree with is speccing prot early. Speccing prot early makes your own soloing much harder, as you don't have those extra damage building talents to use. Things like Death Wish, Sweeping Strikes, Mortal Strike, Bloodthirst, etc. are all very valuable when levelling, and you'll find yourself using them a lot. If you specc prot, you're crippling yourself in a way. Just try to do lots of instances, and be sure to pick up a one-hander and a shield to use in instances, and learn how to tank that way. Again, reading through the stickies will help you a lot with this.
Arms levelling is pretty good, although dual wielding Fury is "proven" to be the best. Still, go with what feels best for you and makes you happy, as you'll want to learn about the game and your warrior as you level. :)

It's actually viable to level as protection (though it will be pretty slow) and you can practice tanking all the way to 70. It's up to you how you choose your road to 70. Question is, do you want to level up first and then do tanking or tank instances all the way?

Fury generally is better for leveling up. Yes you can go 2 hand Fury if you choose, and its pretty fast too. Make sure you pick up Imp Slam as that is the key to 2 Hand Fury. It'll feel like you have a 40 point talent at level 31 with 2/2 in Imp Slam.
I did Arms and there are pro's and cons. If you don't pick up Cruelty (Fury talent) your crit will suffer. The biggest bonus to Arms is Imp Overpower. The biggest con is that you are weapon dependant and may have to respec if you get a new weapon. It's actually pretty slow till you get MS at level 40.

Neither is more
effective
-- they both gain experience. However, Fury has been proven to be more efficient the higher one's level. In any case, Arms doesn't lag behind by much & can be just as fun, especially when considering PVP.
