Usually I wait til my mana gets to about 70%, and I pop a gem. Next time it gets there, I pop a pot. Once is starts to get to around 30% and both pots and gems are on cooldown, I'll evocate, and go from the top. This is as 2/48/11 with an 8.5k mana pool, no shadow priest and no shaman.
If you're really having troubles, use an elixir of major mageblood.

I generally rely more on Gems and Pots; I don't like having to wait a bit while Evocate goes off. I usually use it when my threat gets up there and I need to pull back.
I look at the numbers: if a Pot is going to give me 3k mana, I use it the moment I hit -3k mana. Same with my Gems. If you do get down for some reason to that 30% line, you can probably back off a little on threat, so I use the Evocate then.
If it you are on top of your stuff and are still running out of mana, I would recommend Mana Oil to your weapon, Int/Spirit buff food, and some Mp5 enchants for your gear.
Anyways, that is how I would deal with the issue.

Look at it another way; every class has costs involved in raiding. Tanks need to spend a fortune on repairs, Hunters on ammo, buffers on reagents, Healers and mages on mana pots, etc.
It's a way to keep everything balanced.

Correct me if I'm wrong, but didn't they just fix the evocation mechanics so that it's not based on stats but a percentage of overall mana?
So you're saying that you swap out your staff to get you a super high intellect staff to get you slightly more mana back? I'd like to see your math on it to see if this is worth my while because I can just grab a lvl 70 staff of Intellect and throw on a +30 intellect chant.

Along with mana potions I found raiding as a mage I also spend around 20-30 arcane dust on raids too. But well its all fun and games. Speccing to alchemy could be useful for the trinket as well as free mana/ health potions - I levelled a 70 solely to farm and supply whilst I raid. Dreamless sleep potions tbh I was never a fan of - thats 12 seconds time wasted (thinking using these on Loot Reaver... funny when an orb comes hurtling towards you) as well as 8 seconds (10 seconds with 2 parts T6) for evocation. I swear these are points where the locks get their dps :p.
Super Rejuvenation potions are my favourite - hp and mana. Destro potions I use if thats not on cd but thats OT. Serpent Coil Braid and the SSO alchemy trinket are great. When I spec 2/48/11 (I don't spec to not include Icy Veins I love that skill) I usually have around 10k mana self buffed and just chain gem +pot.
One thing I would recommend is getting Outfitter and the ZA timed event staff. I have one enchanted and gemmed with intellect and set it to be swapped out whenever I evocate. It basically makes it so I can go from nearly /oom to full mana - I haven't counted how much mana is restored. Its that or spec 10/48/3 maybe until your mana gets better

You'll probably want to take a look at

(Vontre's Spreadsheet) and calculate your rotations on fights and mana use based on your stats and length. Make sure you select mana vs dest pots. This is kinda math heavy and won't give you all your answers either, but will give you some help and solutions on mana conversation as well.
Make more then your mana emeralds, make rubies and a rank lower if you feel you need it. If you have to get 'Time To Die(

)' and help yourself plan out your pot/gem rotations as well.
If you don't have a staff of some type that has a pile of int, get one. Use wowhead, look up and get it. Doesn't matter if it has healing on it or what. It just needs int. Slap an int, enchant on it; get a wand with +int on it; make a macro like this:
/stopcasting
/equip MyHigh-Int-StaffofDoom
/equip MyWandofInt
/cast Evocation
Heroisms can be blown late in the fight or badly timed so keep an eye out if you can use this to your advantage and know how the raid leader calls for them, keep dpsing until you're either close to out of mana or are out use the macro in the last second or two of the heroism as needed. To people asking, yes you gain more int based on your total current pool. So if you use evocation with a higher empty pool, and swap weapons then reswap you can be close to your max.
Just to toss out once you get into t6 you don't evocate often, maybe on trash waves in hyjal or something but that's it. Sometimes on the rare boss fight, generally between a shadow priest mana issues, between pots and gems are twitchy at worst.
At very very worst if you're always sucking back mana, and can't control your dps/mana use go back to 10/48/3 and use that until you get a higher mana pool and the groups become more stable along with a higher dps ratio.

Interesting point, though even on a 10 minute fight, I never find myself going OOM completely so I think the need for an improved Evocation is a bit moot to me. I don't mind popping pots, they're easy enough to farm.
