They have said that DHs will start at somewhere between 95 and 100 but they haven't firmed up that decision yet. My guess from this is that they'll start at 95 and do 5 levels of starter/introduction quest before dropping into Legion at 100 with everyone else.There is a character boost with the expansion purchase, yes. I don't think they intend that people will want/need to use these on new DH characters.
I think it's pretty likely that we will get a ranged DPS Spec before launch or in a later patch.

First, I want to say that I'm glad Demon Hunters are starting closer to level 100, as someone who played the first hero class (Death Knight) since Wrath of the Lich King launched, it had always felt weird to go to Outland before going to Northrend after completing the DK starting zone.Second, I also like what I see in regards to mobility, especially the Disengage-like ability (Vengeful Retreat) that I imagine is going to be more for tanking use (Unless you can somehow turn around and move yourself "forward" with it). Are movement abilities that grant damage reduction going to be the primary means of tanking for Demon Hunters? If not, what unique tanking mechanic will they have to deal with damage (Druids have Savage Defense, Death Knights have Death Strike, Monks have staggering damage, Warriors and Paladins have Shield Block / Shield of Righteousness, etc.)Is the Hunter class going to be renamed to Ranger (finally) to avoid confusion? What kind of changes are going to be made to Demonology Warlocks to make the two playstyles feel more different? (Maybe change the look of Warlock metamorphosis?)The Spectral Sight ability might be a bit broken if you can see rogues and feral druids coming from anywhere, maybe it will be heightened stealth-detection instead (Like you can see them from farther away than other characters can).With many of the unique abilities that Demon Hunter has, I'm hoping that raid bosses won't have mechanics that require you to have Demon Hunters in the raid, or at least if they do then other players in the raid could gain access to those abilities (Maybe raiders could collect a power-up that lets them double-jump temporarily, etc.)Also this is where I start to sound stupid, but I somehow think that Trolls and Draenei should be demon hunters besides just the two types of elves, they could come up with an explanation for Trolls (Like they did with Worgen Druids and other WTF class-species combinations... also VOL'JIN HAS GLAIVES... also, horns + tusks = awesome) and Draenei can be demonic because... hello, what are Eredar?
Hunters will stay Hunters, especially with SV becoming melee they can't be called Rangers and I think there'd be riots if they changed it either way. Metamorphosis is being removed from Warlocks entirely. Demo will go back to focussing on minions rather than being all about turning into a demon as it has become in recent expansions. Spectral Sight will be fine. Throw a new thing into PvP and it feels strong at first then people learn to take it into consideration and counter it. It's a 2 min cooldowns so it's not like DHs can have it up all the time. They certainly won't put anything in that requires double jump to progress. I don't think having enough DHs in your raid will be an issue, at least at first ^_^ Generally though, I don't think this is a concern at all. They've said that it will be initially just Elves (makes sense for Illidari) then later they may open it up to other races (next expansions I imagine). They seem to be taking a pretty reasonable stance on this tbh.
Why will demonhunter wear clothes and leather.. we have already 3 classes, that wears leather (monk, ruege and druide) and the unfair is: all equippment types (clothes leather plates) has already three classes for their eq, but mail ONLY TWO (hunter + schamy). now leather will be 4 classes..
They acknowledged that and said they'll make sure it's not an issue. Before the announcement we all predicted that the next class would be a mail wearer. They're clearly much more concerned with having their armour choice make sense for the internal logic of the game rather than keeping everything perfectly balanced. They can simple tweak drop rates for the different armour types to compensate and groups using Personal Loot won't even notice. Essentially, I would have been worried if they hadn't acknowledged it up front but since they're clearly aware of the issue I don't see them letting it be a problem - at least not for a reasonably balanced raid group (i.e. not a raid made of Hunters and Shamans).
Double jumps have nothing to do with agility, guys. Either it's magic, or gravity doesn't apply to Azeroth. :p

Cloth and leather? seriously stupid.. Should be Cloth for the DPS spec, and Mail for the Tanking spec, period.WE don't need another Rogue/Monk class, I thought the point was to make it feel unique.Wont be playing the Demon hunter if its stupid decisions that govern this expansion.Even Draenor had potential, what pisses me off most in Draenor, is the dumb ideas that they did to loot and crafting: can only equip 3 crafted items, and to top that off they cant proc bonus stats, and just when you thought that was bad you get random crafted gear, and its gonna have random stat numbers.Same stupid decision on the baleful stuff, I don't mind the random suffix so much, but to have random number secondary stats on top of that is insult to injury. Don't mess this up Blizzard or I tank more ATVI stock
