FTR, I love letting Rogues CC casters for me. Given the ability of the Rogue and the healer, it gives them something more interesting to do and leaves me to deal with less mobs. Win/win!
That is a general rule of thumb for the basic progression of an instance, not an outright law.
QFT. Nothing is absolute, but if you think about it, the rules make good sense. Caveats like those that have been listed should be obvious as outliers in the situational possibilities of a pull.

As a warlock myself i find that seduce, is the possible worst CC(no, I am not being annoying cause i want my pet sacrified so I can max DPS), since it will keep the mob stoped for 15sec, then it will go of, kill my pet while its still casting, cause the healer doesnt think worth to heal it, then go off to atk the healer. And in the end whos there to blame? Me!
So its not realy up to the tank, its up to the healer.

Curse of Recklessness
and
Judgement of Justice
can both stop a feared mob that is getting to near adds or to a reset point. CoR has an advantage of better range. There are also places where the possibility of the mob pulling adds is non-existent

Another minor thing : Paladins don't gain mana from being hit.
Paladins gain mana from :
- casting
seal of wisdom
on themselves and hitting a target
- judging
seal of wisdom
on their target and hitting it
- receiving heals from a group/raid member due to
Spiritual Attunement
My paladin is no where near geared, but when i do use
seal of wisdom
, I notice some things :
- with the seal applied, its seems to return roughly 75 mana per proc.
- judging it and re-applying the seal to myself will yield roughly 120 mana per proc.
- it was triggering much more when I was spec'd ret with a large critical strike rating

seems to trigger it also
And a thing about rogues :
when they have a dodge rating that is fairly high...say 70% :)...it is possible for them to :
- save the healer from vagrant mobs
- keep a meele target busy while the tank finishes off the current targets
- recieve heals that won't top their current threat level.
reason they can recieve heals at this point is, a dodge completly negates any incoming damage. It also doesnt waste a swing timer, so they can dodge and hit thus keeping their tps steady against the healer.
The healer mind you, would want to be greater healing the tank and only renewing the rogue...not a bubble or flash heal.
Stun locks applied liberally throught out the emergency offtank scenario will also help the rogue apply more dps/threat to the target.
But of course with a good tank & dps, this situation should never have to occur.
