talent for pve leveling, even though you are on pvp server. you will fight 100 mobs before you have to fight another player. a pve build will benefit you more in the long run... and mix of the two is just a compromise of both your pve and pvp capabilities.
2/2 imp sw:pain is a huge boost to your damage-per-mana
2/5 shadow focus (-4% resist) is enough for pre-raid killing. i go 3/5, just because you need 10 pts in shadow to move to the next tier
4/5 imp mind blast fits MB perfectly between 2 mind flays. how do you fit MB into your spell rotation?
2/2 shadow reach gives me a 2nd MF before the mob is on me... VT & sw:pain are cast at max range, and they move into MF range as soon as the global cooldown is up. (VT, sw:pain, MF, MF, MB, wand)
0/2 imp VE can be your next 2 pts, if you think world pvp is a real problem. it's better to spend points on talents that increase dps.
3/3 focus mind. again... awesome improvement to damage-per-mana.

hmmmm, Ive found that VT>MB>MF>MF>wand-wand>dead works better, and depending on the mob, take one MF out. Only uses about 15% on my total mana, and all of that regens in about 8 seconds after spirit tap hits up.

Depends what you're fighting...
The fire elementals I spoke about hit fairly hard and are best to be feared/shielded from so the combo I stated works effectively. If I was to, say, kill boglords in Zangarmarsh, they'd be dead by the second MF. You say it works better, but tbh, if mine kills the mobs faster, ends up with me losing no health at all and I still have max mana at the end, I'll stick with my rotation xD
Your spell order probably works for you, however it ignores the 5 second rule. As FaaR said, there are not many good cloth armor with spirit in it, every second that ST is up is more mana refunded. Your rotations just have too much mana usage for constant grinding, but it is very good. Wands are your friends.
