No, thats the 70 armor cap, the true armor cap is 35880.
Though once you hit 32kish you're good..
100% is impossible. at 70, you can't hit higher than 32k

100% is impossible because the damage reduction is capped at 75%; it has nothing to do with the actual armor beyond the definition commonly being accepted as the amount of armor that gives 75% damage reduction of either the current max level or boss level. I can personally reach around 34000 armor unbuffed, just not worth stacking it that high.

When being struck by raid bosses (level 73) 75% dmg reduction requires 35,880

In my personal experience, without actively seeking increases in armor (outside of selecting rings and the badge because they have armor on them), Tier 6 is when we reach the armor cap. This would make fair sense considering Blizzard would probably time the gear that gets you to the mitigation cap with the end of the current game's content.
If you add on the extra Tier 6 pieces from Sunwell, then we're talking pretty signifigantly over the armor cap. At that point, I'd probably start dropping other pieces with armor for pieces with avoidance.

Also, it is worth noting that to reach 35880 armor with Inspiration / Ancestral Fortitude you need 28704 armor before the buff. If your group or raid setup means you will have a decent uptime of any of these on yourself it's worth taking it into consideration when picking gear, especially as the availability and diminishing returns on high armor becomes rather steep to compensate for after 28-30k, even with access to higher tiers of gear; and in any case probably more worth focusing on other things regardless.

Ignoring the fact that nothing is gemmed and the druid is certainly not uncrittable, it has 51,200 armor and 24,200 health.
I wonder what the level 83 armor cap will be?
