First off, 12 points isn't gonna do much in Protection, especially the way you have them set up. You need Defiance, not optional fillers such as Imp. Revenge. Tactical Mastery & Defiance are pretty much required for DPS builds to tank w/ partial Protection.
The other thing is over in the Arms tree -- way too many points. Drop crap like Imp. Charge, that's a leveling talent. Some other changes, too such as lack of Cruelty, etc.
I would really recommend just viewing this potentially practical Arms/Prot. build, but honestly Fury goes with Prot. a lot better.
Here you go:

It's not pretty, but it has as many options as possible for tanking well & still being able to PVP. The lack of Iron Will sucks, but oh well. I guess you could get rid of Imp. Heroic Strike to take some points into that, or Blood Frenzy, but it's a personal choice.

The build I created was going to be mostly in arms to do the most damage, but I added the points in protection to give my warrior a little more defense so he can take more blows. The added protection may not seem much, but could possibly come in handy, especially at higher lvls. I know it's a personal choice, but I do appreciate your opinion. I haven't looked into fury too much, just a lot of the arms talents seem to go better with what I'm trying to do which is to dish out an insane amount of damage.
In level 70 PvP those talents you put in prot will make little to no difference to your survivability.
Anticipation 5/5 does nothing against magic damage and little against melee damage.Toughness 5/5 does nothing against magic damage, but some against physical damage; too bad people will just have armor ignore. Improved revenge 2/3 would be nice if revenge was usable out of defensive stance, but it isn't.
12 wasted points that could have been put to far better use elsewhere. Second wind 2/2 will probably improve your survivability in PvP more than all those 12 points in prot, and second wind isn't even considered all
that
powerful.
Oh, and improved rend.... Just, please, DON'T! God kills a kitten every time someone puts a point in improved rend.

Without going into too much number crunching, I will try to provide a simple counter-argument for that.
At level 70, your primary damage mitigation as an Arms warrior will be through your gear. I am assuming you are PvP'ing because 1. you are Arms and 2. you are worried about receiving damage.
Anyway, in PvP gear, you will get Resilience which reduces an enemy's crit chance, crit damage, and dot effects. It will have a MAJOR impact on your survivability, and it will be more effective than wasting points on a measly 20 defense and 10% armour boost for a PvP warrior. These talent points can be better spend to improve your damage/utility (i.e. survivability). I refer to the stickied posts for your reference. Also keep in mind that stamina and armour stats will improve as you gear up.
Like someone said, it's either 0 or 3 points (TM) in Protection if you are an Arms warrior.

A fury/prot off-tank build that I've been thinking of trying with my warrior on alt nights.
I tried something near that for my last few levels before 70, it worked just fine for solo work and tanking 5 mans but as a kara offtank it wasn't so great, your best bet is going to be full prot (with your usual in arms and fury) until you seriously outgear it.

You should stick points in tactical mastery, that will make your bloodthirst a better threat tool. Skip improved shield wall, it's only situationally useful and pretty much only for the main tank (who should generally be full prot). Concussion blow can be nice, but in raids stuff is usually immune to it. The reason prot warriors
always
have it is that it is a prerequisite for shield slam.
Something like
this
would probably work better.
