Midnight Legguards has 429 mitigation points
Just for comparison sake, the
Heavy Clefthoof Leggings
beats them both with 612 mitigation points. Which can be crafted for very little gold.

but heavy clefthoof leggings (the enitre set really) dont have hit / agi / str etc, which always is nice =)

the 3 set bonus gives 20 str!! :P
but yah, the set is a Starter set imo. but since
good
Feral Tank gear is hard to come by, i see lots of tanks in TK/ZA, and even one in MH using 1-2 pieces.
to the OP:
I'd also go with the Forest Walker kilt. if you intend to raid anything past kara/gruul/mag, then you'll want to hit the Armor cap (32k) asap. once you do, then you can start working on hit/agi/expertise etc.
Also, if ur not Def Capped, and ur currently using something inferior to
Heavy Clefthoof Leggings
i highly suggest you get them. You have a 100% chance to make/get them, whereas you only have a 10-15% chance of the Forestwalker to drop, not to mention a finding a group capable of Heroic MT.

Despite Forestwalker kilt being far better in terms of stats for tanking, you have to follow the most basic rule of druidism, which is summed up by this mathematical equation:
Kilts > Pants.
Kilts > Pants only if there's an opportunity to look up the kilt.

The Kilt is one of the best tanking legs if you can forgo the Defense Rating on the Heavy Clefthoof.
Edit: Don't thing Heroic Mana Tombs is a walk in the park either, the instance's trash is pretty easy, the second boss is a class tank and spank, the first boss is HORRID if you do not have the healer, shadow resistance (ignores armor, does PURE shadow damage, so get +sta +shad resist greens), and you need smart people to know when to stop attacking or melee/casters will kill themselves on his damage shield. The last boss is pretty annoying if you don't have the dps, and then he might not even drop the kilt. Luckily I got it on my first run.
Tip
to anyone doing this instance and you have constant trouble with the first boss, stealth past him, there is a pretty wide line on the ground that divides the boss room and a small corridor leading to the next room with 4 mobs directly in front of you. (Behind the boss) They have a short aggro range so you can stealth past Pandemonius, if you have a paladin in your group you can have him use Diving Intervention on a resurrection class and res everyone past the first boss. Get naked, do it if you can, saves so much time if you cant beat the first boss :P.
