When they Frost Nova, get out Spell Reflect. Sometimes, it may be wiser to use Battle Stance since it is less thought of (if they see Defensive come up, they know you're going to Spell Reflect).
Ultimately, keep a Hamstring on them & make them blow blink.

Mages are arguably one of the toughest 1v1's for an Arms warrior. As people have stated, battle stance + spell reflect whilst nova'd, try to force them to blow both frost nova and blink during the same melee face-off. PvP trinket out of frost nova tends to throw them off their routine in my experience, intercept when possible. Also, Intimidating Shout can be very useful when nova'd, to take away the advantage of them nuking you down whilst you are rooted.
Hope for a couple of critical strikes, other than that, try to make them panic and use their life-saving abilities at the wrong moments.
Ice Barrier can complicate things, and especially since most PvP mages are frost these days, it is very common. It absorbs around 1k of damage, so easily broken by a white critical. It acts as another lifeline for when they are vulnerable.
In conclusion, try to keep them slowed, and try to force them to make mistakes. Spell Reflect can make all the difference, so get your macros ready ;).

/stopattack
/cast Intimidating Shout
macro, to prevent "oops" moments & foregoing the "target something else" workaround method.

Similar for pull macros in tanking, just add /attack or /startattack (don't remember if they changed it when they made the stopattack command). Helps turn on the attack if you shoot, etc. Even if you don't shoot, the macro becomes an "on" button for auto-attack.

Also, I'd like to note that Intimidating Shout is also removed on the main target you used it on by Deep Wounds, Rend, and any other such DoTs. Very frustrating when it happens, even through Ice Barrier or Mana Shield.

Yeah, they really should make Intimidating Shout to be a little more durable for its cooldown.
Anyways, I suggest a macro to equip a shield & one-hander so you can focus on changing to Battle or Defensive Stance for Spell Reflection.
I personally use a shield equip macro (and back to 2H), Intimidating Shout macro, All-in-One Charge/Intercept/Intervene macro, and a Bloodrage/Berserker Rage macro.
See, the trend is that most of these macros don't actually do anything except lighten the use of extra hotkey buttons. For example, Bloodrage & Berserker Rage require certain stances to use, so the icon just "changes" according to what stance I am using. It saves space & can't cause me to "mess up" during battle.
Same thing for the All-in-One macro, it changes to Charge, Intercept, or Intervene depending on the type of target & stance, or whether or not I'm in combat. If it is one thing I hate the most, it's wasted toolbar buttons shared between stances.

Bind a key to /startattack, it's really helpful when coming out of a CC that would otherwise stop your auto attack and you don't want to spam a normal /attack key in fear of turning it off.
Also a nifty trick with macros is you can build a macro like this
Use the Red ? for the icon
#showtooltip
/cast Battle Stance Spell
/cast Defensive Stance Spell
/cast Berserker Stance Spell
It will show you the tooltip and icon of those 3 spells depending on what stance you are, as a reference, stance 1 is Battle, 2 is Defensive and 3 is Berserker.
And for the third tip, hotkey EVERYTHING, never click on spells or abilities (Equipping weapons, bandaging and using trinkets may be an exception).
