I'm kind of suprised they've still kept some race class combos out of play. With the exception of druids which needs a lot of work (and Demon hunters), it's a matter of just flipping a switch and allowing it to happen.
Lore wise I get the initial idea (tauren rogues seems a dumb idea for example as does anti-magic night elves being mages) but then so did rogues having to make their own poisons, hunters having to fill their bags with ammunition and so on. Like those its a throwback to the Dungeons and Dragons editions the developers grew up playing - where halflings could only be bad warriors and thieves and elves couldn't be clerics.
I think we've moved on and creating an artificial gate that prevents a player from choosing a race and class they like is a problem. If I REALLY like worgen or goblins but also want to try a monk, I can't. Which means if I'm the sort of player who the look of an avatar matters then I'm prevented from enjoying that class.
Personally I'd resolve the issue by having a mentor achievement. If you want to play a weird class/race combo it's like flying in Draenor - you need to do a series of unlocks that open up that particular pairing. E.g. You must level a worgen to 100. You must level a monk to 100. You must do a 'teaching' chain on your monk. You must donate gold to the Jade Serpent temple and buy a novice robe which you use to unlock the combo. Etc. When it's done lore assumes your level 100 found the level 1 and acted as their Obi-Wan, teaching them the ways of the class. It's a slight fudge for classes such as the DK (who have a very particular skill starting background) but even then several of my alts have a pandaren DK running around my garrison so... it's happened.
Players like being special snowflakes and I suspect if rare combos were achievable a lot of the playerbase would jump through hopes to create a 'mentor' to get that perfect character they always wanted to play...
... like a goblin or worgen monk.

Couple months late to the party but..... Crowley was fighting hand to hand with feral Worgen on top of the church (I think it was a church) when you first meet him, the "stand here and fight endless Worgen for 60 seconds" quest. Who's to say he can't teach you "brawling", then a Pandaren Monk can't notice your fighting style after you catch up with the timeline and say "Hey, that looks similar to my style of fighting. But mind if I offer a few tips?" And boom, Worgen Monk.
Screw goblins, though :B
