Yes they are OP in that sense, but they're really bad when you can't attack or kite them around. If you can do that then you're golden. I was on my MM hunter with my Holy Pally friend doing 2s. Once match we fight 2 Blood DKs, At first I was like "oh hell this is gonna be bad" but after the first part it was quite easy. I just whittled away ones health while keeping the other from getting to close to my healer.
The one comp I find incredibly hard for us is a Blood DK/Rogue one. The DK will keep you in range with DG while the rogue keeps you stunned and slowed and with the help of smoke bomb will keep heals from getting to you.

First of all, the only real change for blood, that includes pvp, is the vengeance stacking up faster than earlier, and that was done to every tank spec, that's why you see a lots of tanks in bgs nowadays. The other changes for blood were made in favor of pve, and have made little difference in pvp.
Second, blood's damage. If someone is stupid enough (and unfortunately, someone often is, but Blizzard can't fix that) to hit a blood dk, and let him have extra 10k attack power, then he shall face the dk's wrath. But even then, any well performed damage spec deals more damage.
Then talk about the survivability... They're a tank spec, they're supposed to be able to keep themselves up fairly well. Still, any caster should have no difficulties or whatsoever in killing a blood dk. If they can't catch you, they can't heal. Even other dks can usually kill a blood while kiting.
And last, it would make no difference if blood dks dominated 1v1 and un-rated bgs as much as people claim them to, because they're not viable in higher rated arenas, which are THE type of pvp Blizzard cares about. Blood dk's don't do enough damage nor control for arenas for them to be viable above 1.5k rating.
So please don't go hatin' about a spec, that has finally been balanced in terms of pve, and is just fine in un-rated battlegrounds.

I claim, that most of those, who claim that blood is too strong in PvP, are baddies, since they obviously can't take bloods down. I myself am fully capable of killing a blood dk on most of my characters, including my unholy dk.
And they have high survivability against melees, but no, they don't have high damage nor high survivability against casters.
They're perfectly fine roflmao spec for bgs, but definitely NOT overpowered. Blood has a low pvp "skill cap", and people, who don't know how to deal with bloods are easy targets for them. That still doesn't make the spec op.
Let's take frost mages, for example. They are consistantly being claimed as "op". I, however, happen to also play a frost mage, and I can tell you, that in arenas, they're fairly decent. In duels and bgs, they dominate people fairly well, and people who can't kill frost mages, hate on them. But if everyone had the experience of playing a frost mage, and really trying to master the "op" class, they would know of it's weaknesses and it's required skill for pwng.
So don't hate on one class or spec. If you find them abruptly disturbing, then roll one and learn to play it, and maybe it'll change your opinion. I don't hate on any class (except those damn sneaky paladins >.<) since i've played and tested them and found a bit out of them. You can discuss it constructively, but all-CAPS-raging about it on forums isn't going to help you.

What, they haven't even put a pinky on frost mages for like... ever. Rets were decent and they get utterly reduced to the ground. Ferals are still very viable in bgs, duels and arenas.

Blood dk's are only good for duels, lowlevel arena and bg's against baddies. Many people who suck play them, because the spec is VERY easy to play decently. A crappy blood dk will probably win from an average warrior.
Other dks use NeS and tear them up. Rogues have no problems whatsoever. A ret pala will need to pop cd's, but he can still win. A warrior will have problems(FU 100% physical damage), but thats with every tank class.
You are claiming that their damage is OP. It isnt - it only is if you A)feed them vengeance and b) fail at putting up ANY for of slow and running away. Blood dk's are even easier to kite than tbc MS warriors, if you remember that.
Also, tanks. I really enjoy pvping on my prot pala: If crappy melee players pile me(they usually do) I can take out 2-3 on my own, and win a 2v5+ if I have a pocket healer who knows how to be stealthy. However, if I meet a single (frost)mage or hunter, I'm dead. The only damage I get in is an AS every 30 seconds. My damage is crap, aswell, without vengeance.This goes for every tank.
Everything above has been stated before. But now for the reasons why you are either trolling or blessed with great obliviousness.
2. Damage absorbing abilities. Yes, I am aware that other class specs have damage absorbing abilities, but blood dks can absorb physical AND spell damage, while still dealing the EXACT SAME AMOUNT OF DAMAGE, making them virtually invincible when they do pop their damage absorbing cooldowns (Bone shield, anti-magic shell). No other class can do this, other than paladins, but their damage is cut in half when they pop divine shield.
Bone shield is a 25% dmg reduction that disappears in a few swings. AMS lasts 5 or 7 seconds.
They have no other spell damage absorption, and Blood Shield requires people in melee range. The other cooldowns are IBF(same as shield wall, guardian etc) and Vamp Blood(Increased healing taken, only a big deal if he has a pockethealer)
3. They can self heal constantly. On top of their high damage, high hp, high armor, high avoidance, and damage absorbing abilities, they can also heal themselves up constantly THROUGH THEIR DAMAGE. A blood dk with the death strike healing glyph can heal themselves up to full in three death strikes, and they also have some other healing abilities (all of which are instant). Such as ghoul sacrificing for 40% hp (yes all other specs have it, but I believe blood spec makes it heal better), and the one abilitity where they can instantly heal for a crap ton of health, (rune of something, I forget what it's called). Glyph of Dark Succor requires a HK and UP or FP. If the dk isnt in BP, he doesnt get those OP absorbs you just mentioned, so he probably wont. Three DS's back-to-back requires either setup and a cooldown(Deathrunes and then ERW) or waiting for the runes to finish(up to 15 seconds). Sacrifice only heals for 25%, costs runic power and is preventable. Rune Tap heals for a whopping 10 or 11%.
You also fail to recognise that one of the main reasons to pvp as tank since vanilla(eating up melee) and the fact that, in an 1v1 against a tanking class, melee's are much better off than they used to.
And last, you said you have problems fighting them as shaman. Ghost wolf>run away till AMS ends. they can only show you to 100% movement speed, while you can slow them to 30 or 50. FS/earthbind totem should be up before he pops AMS, and even if they arent he only walks at 100% aswell, unless he glyphed BS(no one does)
Before you claim I play blood: I do have a dk, and I used to pvp as blood until people started speccing it to compensate for being failers. Because yeah, amongst the crappy pvpers the blood dk is king.
TL;DR OP is prejudiced, bases his opinion on misinformation and needs to L2PvP in general.
