I very much understand where you're coming from, Iala. And this is another, very insidious type of attack which I consider wrong. And, actionable... as in, something worth doing something about.
Going back to the item you quoted, though? Basically, if you make the game too miserable for people to play, then you can cause guilds to break up. You can cause people to play less. A guild which has a history of bad behavior, and which shelters individuals who do, probably deserves to get a bit of pain. Even if the individuals you "punish" are not, themselves, doing those things, if they ask (and many do) it can always be explained that their guild is the real problem.
On my server there is an Alliance guild named <Lehman Bros> which many Hordies will now attack on-sight. This, because they gank Hordies for the fun of it. Horde guilds will actually organize to repeat-gank these individuals when they see them.

I don't know the story about Paragon. What happened?
And yes, it is exactly the lack of consequence for bad behavior which I am seeking to correct... as customers of WoW. If Blizzard will not take action, they certainly don't have much of a leg to stand on if we do.

Here's my scenerio that happened last week. Was in LFR on my alt and two healing maces dropped. Rolled need on each, hoping on hope to win one. Waited for the loot, and was thrilled to win. Ported out to clean out my bags unaware I was still in the raid. Got a whisper from one of the healers telling me to give him the mace. Then another telling me congrats for winning BOTH of them (LFR loot does need to be tweaked).
Not sure at the moment to do (never won 2 items at once in a raid) I paused to talk with a relative about it. Meanwhile, that healer went from "gimme gimme" to outright being a jerk about the weapon. Went from "I'll buy it" to "you don't deserve it" like some kook. Told the priest in a whisper that since she's been quiet I'll give her the weapon. Told the healer I'm giving it to the priest, and then ported back to give it to her...then the jerk proceeded to try to vote kick her to prevent the transfer.Bad mouthing her that she didn't deserve it, either. It didn't pass, so she got it.
Left the raid and went to do some other thing.
Minutes later a level 1 toon with a similiar name as that healer came to my realm and began harassing my toon on a level 1 (really? It's a freaking RNG!). I logged in with my main who's a GM, and advised him to stop harassing my alt. He began going loco on him. Put him on ignore. Again, minutes later he came back on yet another new toon to now threaten me with being reported to Blizzard...even though he violated Blizzard's rule of not circumnavigating an ignore. Put a ticket in with Blizzard.
Don't know what punishment he got, but I didn't see him getting any loot for three days in Armory, so suspect he got a 72hr ban (the logs of his verbal abuse would convict him alone).
But honestly, I wish the ban was longer, because the dude no doubt will continue to feel he's entitled to gear and will try to browbeat others until he has all the lollipops.

Blizzard is light on cheating as long as the people in question are "WoW Famous". That's the great "Paragon" of raiding. Cheats and thieves. How many of the other top guilds got a slap on the wrist? Almost all of them. The ones that didn't just didn't get caught.
The excuse? "Blizzard made us feel like we had to." That's nice. They should have all been thrown out, all of their stuff given to random people, their toons deleted and blacklisted from ever having a WoW account again.
But that won't ever happen, because cheaters money is more important than the integrity of their vaunted verdant fields of raiding.
I think the week ban Paragon was handed fit their crime. It effectively disqualified them from a world wide race in which they were top contenders and sent a clear message to everyone else playing the game.
The ban hammer does not see fame.

I tend to think that Blizzard is light on cheating, period, end of story. Not just for Paragon, but for anyone. Yes, Paragon may have lost out on the race
as a side effect
to the light punishment given them. But that is hardly worthy of consideration. It ought to be, if someone does X, they receive Y punishment, such that they will likely never do X again.

The reason that there is a lot of bad behaviour in the game, is that a very large number of the players are children. And by children, I mean that they are under 21 years of age. They are still learning and grappling with many aspects of social behaviour/conduct that adults take for granted.
When I encounter young people in real life, I don't expect them to behave in a mature way. Why would I? They're only kids. I expect tantrums; I'm not surprised when they make stupid comments, or react to things in a childish way. It's not a coincidence that road fatality statistics are heavily skewed towards young males - they drink and drive, or drive at reckless speeds, without seeming to grasp the potential consequences. What do you think is the largest demographic in online gaming?
MMOs are unusual social activities, in that players of all ages and all backgrounds play together in an anonymous environment. Compare this to other things you might do for fun. In outdoor sports, the 30 year old guys don't normally play in the same leagues as the 12 year old girls. If you go out to a bar with a few workmates on Friday afternoon, think about how different it would be if you had a bunch of sixteen year old boys along?
Yes, it's frustrating when a player types "
ur ^&*s
", Needs an item, and then drops group. Yes, it's disheartening to have your realm's Trade Channel full of messages that start and end with "
lol
", despite the message not being remotely funny, but this is how children communicate. Accept the fact that you've chosen a hobby which is also enjoyed by millions of kids, and try your best to find other adult players to interact with. But I don't think it's realistic to expect children to behave like adults.
tl;dr : Children are not adults, and don't behave in the same way.

While I agree that a part of the community issue is the maturity level of the players, I also think that WoW has become somewhat of an anarchist state as well. The truth is, Blizzard does very little to actually police the game. "But the game has 10 million players!"....So...with that many players it should generate enough revenue to properly staff it, and should be able to maintain at least basic decency and fairness within the game.
Blizz needs to scrap their "penalty volcano", and go to a 3 strikes and your are out system. First offense...warning, Second...3 day ban, Third...kiss your account goodbye. If you knew that third offence was going to cost you your toons and eveything they had, I an guessing even the 12 year old kid would think twice before dropping a racial slur in trade chat.

Basically, their revenue stream means more to Blizzard-Activision (aka, "Blactivision") than providing a good experience. If they don't have enough people leaving over an issue, then the issue doesn't rate high enough on their radar to do anything significant about.
