Its simple really just take every service offered by npc's and put them in the ui, then nerf all guards to the ground. After that level every single city and town and banish any and all sanctuarys.

which still wouldn't get OP what he wants, forced world pvp on pve servers (where everyone would go who now hangs out in cities on pvp servers because they don't want to be ganked by the likes of OP).
The ONLY way to force people into pvp situations is to remove any and all options to get out of such situations, and that means shutting down all pve realms as well as all sanctuaries on pvp realms.
Doing so would cost at least 30-50% of subscribers but give the gankers what they think they want: a world full of potential targets.
What they in fact want is a world full of helpless victims who can't defend themselves, which is exactly what they won't get as the world will be filled with just them, and they're all pretty much evenly matched (the few wannabes excluded who'll soon quit because getting ganked a few hundred times a day without ever getting a kill in of your own is no fun).
Of course you realize my plan was completely rhetorical and dripping with sarcasm knowing full well what a horrible idea it would be. Thankyou for pointing out the why to those with less forsight.
