Exactly. Or more importantly I think, imagine it on a PvP server, where you can't avoid PvP save in very specific areas.
What if that Frost Mage you mentioned had 200k health, incredibly high avoidance, large amounts of armor,
and
could hit 70k crits regularly?
And it would also be unbalancing in PvE. Why take a Frost Mage for 70k crits when you could take 2 healers and 8 tanks? The healers could sleep through it, and the tanks would put out just as much DPS as if they'd brought along the typical contingent of DPS classes, but in a much more survivable package.

Tanks are already able to do decent damage. Bag that dodge, mastery and parry gear. Smack on your soft exp capped, hit capped high crit loads of strength (or agility for druids) dps gear and go nuts.
Sure, you wont top the meters, and your healers will absolutely hate you, but youll be able to do decent damage and hold threath like a champ.
And put yourself in the shoes of raid boss. Youll have like seven or eight people behind you stabbing you furiously with knives and daggers, poisoning you, as well as hammering away on your butt and lower back with massive sledgehammers and axes. All around you are people shooting arrows in your face, electrocuting you and burning you with gigantic balls of fire that explode constantly in your face.
Your ears are ringing from explosions, you feel excruciating pain from thousands of wounds and you feel the constant impacts of blunt objects hammering you hard from the back of your head down to your heels, your hair is on fire, your body shakes and your muscles cramp and spasm involuntarely from the constant electrocution. My only level 85 is a tank. I rarely queue for a dungeon without friends or people from my guild because random people can't always be trusted (well geared but lazy, or people who are just plain bad). Also, the two Zandalari heroics are pretty boring right now and the variation that the older dungeons bring just isn't worth doing them twice as much. I'm not motivated to get VP from dungeons because my guild still runs through the old raids quite easily.
The problem isn't about tanks having low damage.

so they can get big numbers
so they can use their ilvl 390+ in pvp and wreck ppl
how do you fix tanking?
have tanks do large damage instead of 10k crits. frost mages can do 70k in 1 gcd tanks can do that much after 20-30 secs.
threat is outdated and boring. why would the boss attack a guy thats nearly indestructible and getting heals from people who have the durability of paper? they would really go around killing the healers then dps while ccing these low damage damage soaking tanks. but if they did a lot of damage, they could seem more like a logical threat and u can feel more immersion. are we calling the bosses names to get more theat? nope its just imaginary numbers when you magically turn on defensive aura.
u cant roll on dps gear as tank so why would u want to tank unless thats the only thing youll ever do in wow?
then you might be asking 'why choose dps class at all if tanks do the same damage?'
guilds wars 2 solved this problem by having no tanks. theyre just pointless

My first MMO was City of Heroes, and I played the tank class there. It had a single Taunt ability that you used as a regular part of your rotation. It also had the ability to "rotate" through a series of text files that would randomly trigger as /says when you used a particular ability.
By the end of the year and a half that I played, I had over 100 unique taunt sayings that would occasionally fire when I used my taunt. I so wish WoW had that ability, but I'm afraid the restriction on macro length would make that impossible (unless there's an add-on out there that could do it).

I disagree. I, for one, have always played DPS classes because I enjoy not having to look after other people but rather focus solely on my own performance (although tanking and healing also does this, of course) and DPS output.
And besides, I believe your idea needs much re-vamping before it'll be viable. If a frost mage had tons of healths, massive mitigation and high avoidance
and
could dish out 60-80,000 crits, take a second to imagine what PvP would be like. It'd be nearly impossible to balance in any shape or form.
