Actually Cats ARE GCD capped :P But as stated it is not the reason for hit/exper considerations.

'GCD capped' by definition is that an ability's activation can no longer be sped up and is permanently limited by the GCD minimum of 1 second. Since the GCD cap is 1 second and Cats have a 1 second GCD by default, Cats are indeed GCD capped. They are by no means limited by the GCD and if you look carefully at what I said, you will see that I never stated that this was a limiting factor. I, however, did say that the GCD cap was not relational to the hit/exper considerations.
Keep in mind I speak from the experience of dodging around the GCD cap(then 401 haste rating) as a boomkin starting from mid 3.0.

Except that's not the meaning of 'energy capped', at least not to me. What I think curlymon means and what confused me as well, is that you appear to use the word 'cap' indiscriminately. Usually it refers to the point at which a specific stat reaches its maximum or stops providing a particular benefit, for instance the GCD cap for Haste refers to the point at which additional Haste can no longer reduce the GCD. Also I would interpret being at 100/100 energy, where you can no longer gain energy, as being 'energy capped'. Nitpicking, of course.
Edit: Mispelled Nnoutaja as Bbiytaha. You know this to be a logical mistake.

Just go hit a dummy with just shred. Keep an eye on your energy bar. Notice that your energy almost doesn't go down when you miss or get dodged.
