I find it really strange when a lot of people tend to forget few pointers to help you do your job when you PVP / PuG / Raid:
- Illuminated Healing: it is possible to stack a good shield rather quickly w/o too much mana consuption when begining a fight. That does help start the fight for the tank and healers, but you wont see that on a HPS spreadsheet.
- Judgement (Seal of Insight): i found that a lot of people having mana issues while healing at all levels dont judge enough. This is a cooldown that IS WORTH using: you get mana, heal yourself (crit possibility, thus Conviction) and heal your beacon. If you have the time, give a hit or two on a boss or a mob the tank has on him... great way to get mana + if you get aggro youre next to the tank so taunting back is easy.
- Holy shock: Use it! All the time! Even if all the group is full (Illuminated Healing junkie!) it is the cheapest source of holy power!
- Crusader strike: someone mentionned this earlier in the thread. This is the cheapest way to buy a holy power charge (2k ish mana)
- Word of Glory: when i see my WoG crits around 40k and twice in a row, this has to be one of the best heals.
- Divine Light: the only moment i see myself using this is when i get the HS proc, of or the beacon.
- Holy light: I keep it FAR AWAY on right bars, only use it with crusade as it is the only worth i find for it. Doesent do enough on its own for emergency heal, and holy shock crits for about the same amount... I think I'm allergic to this spell! (^.^)
TLDR: Bottom line --> Your a healer dressed in full plate armor! I almost play my holy pally as my ret: Judgements, Holy Shocks, build up holy power, WoG... If you can't manage mana, maybe you dont judge enough ;)

It isn't feasible to "pre-shield" before the pull in raid environments. Its great that Illuminated Healing stacks now but starting your mana less than full isn't helpful so unless the pull is going to be a minute away where you are constantly refreshing and building up the shield it isn't really worth it.
I don't know a successful raiding Holy Paladin that put Holy Light "FAR AWAY on right bars" and Divine Light parameters are too good even without Infusion of Light. Both of these are our basic heals before 4.2 which is the reason why this thread exists at all. Increasing the cost of both Divine Light and Holy Light is a serious change.
And using Crusader Strike is a "loss leader". You spend more mana executing a Crusader Strike than Holy Shock or could gain back with Seal of Insight. This is an expensive way to generate Holy Power that only results in an small self heal which is rarely advisable.
