One reason also that Haste>Crit is the fact that it simply stacks better.
128 haste = 1%
179 crit =1%
And since they get the same stat budget (you'll find even amounts of hast and crit on items), haste will be slightly better in that aspect. As well as the previously mentioned reasons
More Haste is
More consistant
Faster HLs -> more time til DL or FoL is needed and Faster HP generation
More HPS
Faster Heals -> Less time healing to More time in recovery
Lower GCD (always nice)
every 10% adds 1 more tick to Holy Radiance
More Crit
Susceptible to RNG
Sometimes increases the amount healed (can cause less heals needed or over healing)
High damage moments might be nice cause you might waste less time/mana healing due to lucky crits
Increased chance to proc Infusion of Light (reduced HL or DL)

as all that being said, here is what I think
There is no mana issue considered, and this post by me suggesting Critical rating help on the mana.
there should be a reasonable amount of haste, and spirit, but critical should be the one to stack at the end.
well, i think that is just me.

Why could Crit help with mana? It still costs the same base mana to cast the heal where even resulting in a Critical effect isn't going to spare you time or mana for the next heal.
The way raid healing works, mana issues arise when emergencies happen. A healer dies and you are forced to chain Divine Light more than normal. Someone misses the cue and triggers temporary enrage mode spreading wide raid damage you to use cool downs to survive it. I don't see how Crit will help out in these emergencies while Haste and Spirit will.

A crit heals more, trigger procs from our talent. Making spell faster and free. help on getting more glory of word done.

Well, as all to be said, my group has been able to almost 2 heal 10m Normal Raids.
We had 3 healers(priest, druid, paladin) ,but the priest is doing 6k hps and 20% healing which I believe even a shadow priest can do that. the druid and I are both doing 30+% healing.
I had no mana problem or anything during the fight and most likely end with full mana.
the druid healer and I ( paladin healer) have main that doing heroic raids,so maybe that is a factor.
when I was stacking Haste, I tend to run out of mana, well, at least not come out of a fight full mana.
I had basically the same ilevel gear, haste set is the none set ones, and crit is 2 piece set. All the other are the same.
so, I don't know whats going on with stacking Crit >.< Seem better~
anyways, I am going to get more raid done and see how it goes. we had done BoT all bosses til Cho'gall with 3 healers and 1 is doing less than 20%. BWD magmaw and omnitron.

well, people may think, omg this guy, why cant see just understand haste > crit and just do it.
there is a reason for our tier set being crit heavy and blizzard is not bother fixing it...
so exploring in the field of HOLY paladin

Haste doesn't mean you should spam your heals more where it has been noted that effects like Divine Favor and Heroism actually are dangerous that way.
Also if you believe Blizzard is trying to send us a message where you may think looking between the lines on the Reinforced Sapphirium Regalia

If stacking crit is working well for you, then by all means keep doing it. However, I wouldn't argue that it working for you means it would be the same for everyone else. Holy pallies doing heroic raid content are getting best results (from all I've read at least) stacking haste over crit.
As for our tier set, this isn't the first time Blizzard has made a tier set with sub-optimal stat weights. And it probably won't be the last (just hopefully with the next tier it's some other class/spec that has to bite the bullet on this).

We've been getting screwed for the last 4 tiers, don't think they're gonna start bothering soon.
Actually I find it quite good, this way you can see just by inspecting if a holydin is good or not.

ever think about that majority of us is wrong about what blizzard want us to be?
Sit at 1k haste and 17%crit without buffs, running full mana and average out 10k hps.

The problem with this theory, and the reason most players don't like to go with it, is that you run the risk of having to rely on a crit or two in tight situations. Haste however doesn't change, so you know how much your heal is going to hit for.
It may also depend on who you're healing. If your job is to raid heal, then you might be safer placing crit over haste (though the extra haste will be nice for HR). However, if you're tank healing, you can't rely on crits. Also, being able to get off your big heals as fast as possible is a must.

What you're forgetting is that procs are just that, procs.
You're basing your entire concept of gearing around chance.
Do whatever you want, it's your character and you're the one paying for the game.
