Steam Engine = Steam Power

That's why. (Actually you can technically generate heat other ways...but)
Traditionally its burning wood and coal that would give you the heat. However, according to Steampunk fiction its either an alternative universe or futuristic setting where Steam technology is leading and/or widespread. In such cases there may be a number of or one of the alternative sources to generate the power needed for heat; Solar, Wind, Water, and in rare occasions Man. This doesnt particularly exclude Nuclear, but Oil usually is, but in this fictional setting it looks like there will be a lack of Nuclear means and there will be no Oil. In this case I imagine there will be water turbines, wind turbines and solar energy.
