Welcome to the real world, where things change and nothing ever remains the same. You can make comments about things being changed retroactively....except all changes are documented in the Patch notes, so it's not Blizzard's fault you didn't look before plunking down a crap ton of gold/mats for an enchant, which to your view, was nerfed, when in reality it was brought to down to standard for all other enchants. Again, welcome to the MMO community, but it if really bothers you this much, I'd suggest stop playing the game now.

Same thing happened to Ret Paladins. (I haven't read most of the posts here, so I don't know if it has been said) We were stacking Haste from the Cata patch onwards, then the last patch changed Haste from our most useful stat to our least useful stat. Yeah it sucks having to spend quite a bit of gold on regemming, enchanting and reforging, but it happens unfortunately. Its just something we, as gamers and customers, have to accept and get on with.

Now they've come out and admitted their Dev's are using Live like it's a PTR. They admitted they ignored us in Beta/PTR. They've admitted they are overreacting with Hotfixes.
Could I get a quote on it? I might have missed it in the past few pages, but still.
Everything they've done in this expansion has been at the cost of long time customers.
What? I see more and more of my guild on every day now. Since the Shattering, I've seen at least twelve to twenty unique accounts come back to my guild with five leaving.

You have answered nearly every question in this thread, but have not addressed one major point that I have made?
What do you propose then should be done regarding buffs? If blizz decides to INCREASE the stats on an item or enchant, than should they be charging you for the increase?

So, did the OP ever petition Blizz for the return of the item he de'd? Or we just looking for pie-in-the-sky rather than attempting to mitigate the 'damage'?

However, I was trying to improve the game experience for any new (or experienced) player frustrated by the continual
nerfing by Blizz in what seems like an endless series of patches.
While I fully admit to not being informed enough to decide if something is OP or UP (I am fairly new to the game), I do know that I seem to play the same way a lot of other noobs do, they look at stats on choices available and make their decisions based on that.
To have those choices then changed RETROACTIVELY,
strikes me and some others as wrong from a player satisfaction standpoint although thoroughly legally defensible.
My attempt was just to make the game more appealing and fun to play.

In the quote above the sections I bolded have a great deal of significance in your issue. I do not claim to be all knowing or a WOW god, but in my 3 years of play I have found this to be common.
In addition to this after getting my first toon to 80 and attempting to keep my stats in balance for my style of play, after I had an upgrade drop or the badges/points/etc. to upgrade a piece I have had to make changes to several pieces to maintain my stats. This has become even more important since Cata with reforging. I have found with my Mage, which is my current main, as I get major upgrades I have to carefully check the stats and have several times reforged, re-enchanted or regemmed to maintain my stats. So with this idea should Blizz compensate me for my rework of my stats?
Now to the primary point that you have been talking about in the OP, I have run with both my MH/OH combo with the enchants you are discussing and also the 2H staff and found that in combat I had less than 5% change in my DPS, so even though it
appears
to be a 60% nerf, it is less than a 5% nerf.

Again, welcome to MMO's, where *!@# like this happens all the time. If you don't like, quit the game, because if the people in BC didn't get compensated for sudden change to items, you are not going to get it any time soon.
