Technically, you can report ANYTHING.
However, this particular situation isn't really against any rule, so all you'll get is a filler reply about how they appreciate your patronage/share your views on it, but blah blah nothing will be done.

Join and not like the instance
Join and have some legitimate issue come up in the real world
Join and have an impromptu raid form they'd rather do
Any other possibility that isn't just selling an instant queue

If they hadn't done that, you'd still be in queue, so either way you'll be waiting on a tank that wants to do the instance.

I wouldnt be in que still the only people that it helps get cued quicker. is the people directly in line behind me. Cause I get pulled out of que early for a tank thats gonna drop.
And even though it puts your towards the front of the que its definitely not first in line.
Oh and how you prove that they are intentionally ruining for other players. Simple blizzard tracks all conversations ect in game.

I know I had a friend get one of his less than noble conversations reported and gm gave him word for word script when he denied it almost a month after the fact.
But he was reported server side; in the Instance server, you have no way of proving that the tank left because it was a sold que.

You can't prove it but a GM could look at logs and see that a que jump did in fact take place. The que jumper will have asked in trade, guild, or whisper for a tank and then payed said tank for the "service". Go ahead and report it, you have nothing to lose. But I look at it this way. It's going to take you X amount of time to get a group. If some tank sells a que spot, you may only get bumped down one spot. It's not going to increase your wait time that much. Maybe a few minutes.

I can see someone out there is either having a laugh or misunderstood the title of the thread completely - as the OP was reported (!) with the following text:
I was in a 5 person raid in Vortex Pinnacle between the hours of 2:15 AM & 3:00AM this morning when the tank name

started to pick on two other players. He tried to kick them several times. His mouth was bad, rude, and refused to lead the raid. After waiting at least 15 minutes he finally left. My dps was the lowest of the group. He should have been pickin on me,but he picked on other two players. guys like him ought to kept from kicking people out. I'vebeen kicked so many times over the past two weeks that i refuse to kick anyone for anything because we are all trying to learn how to play this game. My name is Raidersoak i'm a lvl 85 warlock. Din't know what y can do but this guy was ticking me off. Thank y

Poor guy, he has a lot of spirit gear for a warlock. It's not wonder he's the lowest dps.
