Go farm humanoids for cloth/greens and disenchant the stuff you make from the cloth.

I am a lvl 85 Mage, Enchanting/Tailoring. Is anyone having a problem farming the mats for Enchanting? I would really like to know what is the best way to get these mats. Currently 512 and trying to grind to 525. Very slow as u dont always win disenchants or the items in dungeons.
I would have to agree that for the amount of levels needed to cap (75), it has seemed more difficult to reach this time around. I have leveled 3 toons to 85 so far, including my enchanter, and have DE'd every BoE from all 3 toons, as well as every quest reward from my enchanter, and I still am only sitting at 515.
I seem to have more of an issue with dust than other mats. I have at least 40 Heavenly Shards just sitting there, and at times I have more essence than dust.

It's still the same as it's been since Burning Crusade. Tailoring to make DE mats is not worth it. It hasn't been worth it since Vanilla.
See if you can make an Excel spreadsheet for items. If you have access to a jewelcrafter, you became rich for the first month of Cata (and still do well now) because of Carnelian spikes. It takes 3 gems + 3.75g in vendor goods to make something that has a 75% chance to become 2.5 GCE's and a 25% chance to become 3.5 Hypnotic dusts.
Let's say a GCE is 40 gold and a Hypnotic Dust is 7 gold,
Carnelian Spikes as an item is worth .75(40*2.5)+.25(7*3.5) = 81 gold 12 silver 50 copper in enchanting materials. It does so because it's ilvl 317. Only quest items from Twilight Highlands and level 85 req greens can beat that (and that's mostly armor that makes dusts).
Adjust based on your economy, find some carnelians and have a JC make you a bunch of them (3 carnelians + 3 Jewelcrafter settings which are 1.25g each)

My technique:
Earmark a couple hundred gold specifically for enchanting.
Go to AH, pick armour (if I need dust) or weapons (if I need essences) fill out "level" as 81-85, and click "search".
Grab a dozen odd greens with buyouts prices of <25g.
Buy a stack of Vellum and start casting.
I'm kinda slow at making money, so I've been working on it slowly (up to... 516, I think) but I figure this should get me at least to 522 or 523 pretty easily.

While checking for 81-85 green armor to DE, I also like to search for Alicite under 10g and Carnelian under 20g so I can get the guilds Jewelcrafters to make
Alicite Pendants
and
Carnelian Spikes
.

I'll second d/e-ing carnelian spikes, and also any rings or necklaces a JC makes from hessonite or alicite (neither of those have much other use and are not required for daily). If you don't have a JC yourself you can probably find you one to make you stuff if you offer 'em something nice from your tailoring, will be more cost effective than to d/e the products of that!
Be aware that there's nothing particularly good you get with 525 level enchanting unless you have access to lots of very expensive
crystals
, the self-only ring enchants you already have at level 475, so there's no rush.
You also have access to two very profitable recipes already -
hurricane on weapon
& +
15 stats
to chest. Nearly all classes who can't afford the expensive best-in-slot stuff will use one or both of them. Try selling scrolls of those & buying more mats.
And the tried & tested method of offering your skills for free (or even paying a small tip yourself) in trade when you get a skillup can work, much to the annoyance of those with maxed enchanting;)

That is correct. The bits of paper that your friend is referring to are
http://www.wowhead.com/item=38682
. These are papers that stack to 20 that you can put enchants on (both weapon and armor enchants). When you enchant a Vellum, you will get a scroll with the enchant on it. These scrolls can be sent by mail, traded or sold on AH.
Vellums are made by scribes at a cost of 1 Moonglow Ink and 2 Light Parchment per 2 Vellums:
Enchanting Vellum
You can get Vellums from the AH, or you can make a new character with Herbalism and Inscription. You only need Inscription at 35 in order to make Vellums and you'll likely get there by crafting the inks needed for them anyway.
Edit:
It seems you can buy the Vellums from any Inscription vendor for 10 silver each (before reputation discounts).
